The agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on cooperation in the field of tourism

The government of the Republic of Kazakhstan and the Government of the Russian Federation which are hereinafter referred to as by the Parties

expressing desire to promote expansion of friendly bonds between the people of Kazakhstan and Russia, to the best acquaintance with life, history and cultural heritage of two states,

understanding that tourism is important means of strengthening of mutual understanding, expression of good will and consolidation of the relations between the people,

agreed as follows:

Article 1

The parties will strengthen and develop cooperation in the field of tourism on the basis of equality, mutual advantage and according to this agreement, the legislation of the states of each of the Parties and international treaties which participants are the Republic of Kazakhstan and the Russian Federation.

Article 2

Accomplishment of this agreement of the Party is assigned to the state bodies of management of tourism:

from the Republic of Kazakhstan - tourism Agency of the Republic of Kazakhstan and sport;

from the Russian Federation - the Ministry of Economic Development and Trade of the Russian Federation.

Article 3

The parties will support the state bodies of management of tourism in their activities for establishment and development of cooperation between the Kazakhstan and Russian tourism organizations performing capital investments in the sphere of tourism and organizing joint venture for the purpose of servicing of tourists.

Article 4

The parties will aim at simplification of the boundary, customs and other formalities connected with tourist trips of citizens of both states.

Article 5

The parties will expand both organized group, and individual tourism, including for the purpose of visit of sporting events, musical, theater and folklore festivals, and also exhibitions held concerning tourism, symposiums and congresses.

Article 6

The parties will encourage and support exchange between the state bodies of management of tourism of statistical and other information in the field of tourism, including:

about the regulatory legal acts regulating tourist activities in the states of the Parties;

about the regulatory legal acts connected with protection and preserving the natural and cultural resources which are tourist sights;

about tourist opportunities of the states of the Parties;

about hotels and other means of accommodation of tourists.

Article 7

The parties will assist state bodies of management of tourism concerning assistance each other in preparation of professional personnel for the sphere of tourism, exchange of the scientists, experts and journalists specializing in questions of tourism and travel and also to promote contacts and joint organization activity, performing in the Republic of Kazakhstan and in the Russian Federation researches in the field of tourism.

Article 8

The parties will coordinate cooperation of state bodies of management of tourism within the World tourism organization and other international tourism organizations.

Article 9

The parties will take measures to receipt of the states by citizens leaving in tourist trips on the territory of the state of other Party, information on the domestic legislation of this state concerning stay of foreign tourists.

Article 10

The parties will assist state bodies of management of tourism in opening of official representations for tourism in the territories of both states according to the domestic legislation of the state of stay.

Article 11

In case of disputes over interpretation or application of provisions of this agreement, the Parties will resolve them by negotiations and consultations. Changes and additions by mutual consent of the Parties which will be drawn up by the separate protocol can be made to this agreement and will become integral part of this agreement.

Article 12

This agreement becomes effective from the date of receipt of the last written notice of accomplishment of the interstate procedures by the Parties necessary for its entry into force.

The agreement is signed for a period of five years and will be prolonged automatically for the subsequent five-year periods if any of the Parties does not report in writing not later than six months before the expiration of the next period to other Party about the intention to stop its action.

It is made in Astana on February "15", 2001 in duplicate, everyone in the Kazakh and Russian languages. Both texts are equally authoritative.
