Regulations of Electrical power Council of the Commonwealth of Independent States
These Regulations determine operating procedure of Electrical power Council of the Commonwealth of Independent States (further - Council), the organization and holding its meetings, and also procedure of preparation and adoption of the documents submitted for consideration of Council.
1.1. Meetings of Council are held as required, but at least two times a year.
1.2. Time and the venue of the regular meeting of Council is determined at prior meeting, but can be changed routinely in coordination with members of council.
1.3. Emergency meetings can be convened at the initiative of one or several members of council.
Offers on holding emergency meeting of Council go to the President of Council and to Executive committee of Electrical power Council of the CIS (further - Committee) in writing with short reasons for need of its carrying out and specifying of the questions offered to consideration.
1.4. Time and the venue of emergency meeting are determined by the President of Council for approval of all members of council. The emergency meeting of Council is, as a rule, held in the territory of the state at the initiative of which representative the meeting is appointed.
2.1. Organizational technical training of holding meetings of Council is performed by Committee together with governing bodies of power industry of the host state with participation, if necessary, of Permanent plenipotentiaries of governing bodies of power industry of the states of the Commonwealth under Committee (further - Representatives to Committee).
2.2. The host state provides necessary conditions for the organization of meetings.
2.3. The draft of the Agenda of meeting is created by Committee with participation of Representatives to Committee based on proposals of members of council in one month prior to the meeting of Council.
Offers in the draft of the Agenda are made in the form of preliminary draft documents or concepts of these documents with the materials proving need of their acceptance. Reports or theses of speeches of members of council and other materials on the Agenda of meeting go to Executive committee beforehand, in 20 days prior to the meeting.
2.4. Information on date and the venue of meeting of Council, the modifed draft of the Agenda are brought by Committee to the attention of members of council not later than 15 days, and materials on the single questions included in the draft of the Agenda - as a rule, in 10 days prior to the meeting.
3.1. For the period of holding meeting of Council from among ranking officers of Committee the Secretariat performing legal and/or audio recording of meetings is created. Representatives from the states of the Commonwealth according to the recommendation of members of council and Committee can take part in work of the Secretariat.
3.2. The decision on form of conducting meeting - open or zakrytoyprinimatsya at preliminary meeting of members of council and other plenipotentiaries of the states before each meeting.
3.3. The issue of presence of representatives of mass media at open sessions is resolved in each case by common consent of members of council.
4.1. The official delegation from each state participating in meeting consists, as a rule, of the first head of governing body of power - the member of council and the Representative to Committee. The structure of delegation can also include specialists and experts in the Agenda of meeting.
4.2. About numerical structure of official delegation each state reports in Committee documentary not later than 5 days prior to the meeting, about members - not later than 3 days prior to the meeting.

In the presence of the objective reasons resulting in impossibility of participation in meeting of the member of council the Authorized representative whose documentary confirmed powers on the right of the solution of cases in point are represented to Executive committee prior to the meeting can replace it.
5.2. The president of Council, the Vice-president, the Chairman or the Chairman of Committee inform participants of meeting on the shown powers.
6.1. The President of Council, the Vice-president, the member of council - the representative of the state in the territory of which the meeting or the Chairman of Committee is held can preside over meeting.
The decision on the candidate for the Chairman of meeting is made by a majority vote the present members of council and Authorized representatives.
6.2. Presiding over meeting: opens and closes meeting; will organize work of meeting according to the Agenda; gives floor for reports and performances; will organize debate; puts to the vote drafts of decisions and other acts of Council, the proposal of members of council on the questions considered at meeting; announces results of vote, discloses requests, questions, references, statements and offers; provides observance of these Regulations.
7.1. Can be present at meeting of Council invited by members of council or Committee: speakers and consultants for cases in point, representatives of Executive committee of the CIS and other interstate (intergovernmental) bodies of the Commonwealth, international organizations, and also, if necessary, representatives of mass media.
The invited persons have no right to interfere with work of Council, shall abstain from manifestation of approval or disapproval, to observe procedure and to submit to orders of the Council presiding over meeting.
Participation of observers in meetings of Council and other actions, their rights and obligations are regulated by relevant provision about observers in Electrical power Council of the Commonwealth of Independent States.
7.2. The decision on the invitation is approved with the President of Council or, in case of its absence, with the Vice-president or the Chairman of Committee.
7.3. The chairman at meeting of Council informs members of council on the list of the persons invited and who arrived to meeting of Council.
8.1. At meeting of Council agreements, agreements are signed, decisions, statements, addresses, and also legal decisions are adopted.
8.2. During the vote each state which plenipotentiaries are members of council has rights of one voice.
8.3. Decisions of Electrical power Council of the CIS are made by a majority vote members of council.
8.4. In case of disagreement with the decision made by the majority, the member of council (Authorized representative) can formulate in writing special opinion which is reflected in the Minutes of Council.
8.5. The decision made thus is obligatory for execution of concordant state members of Council with it and as referral for other states.
