The instruction about procedure for development and functioning of the control system behind quality of implementation of activities in the field of industrial safety and training (retraining) of workers of job seekers of licenses (licensees).

2. This resolution becomes effective since March 1, 2016.

1. This Instruction determines procedure for development and functioning of the control system behind quality of implementation of activities for ensuring fire safety and training (advanced training) of workers of job seekers of licenses (licensees) (further - the control system).

2. For the purposes of this Instruction the control system is understood as complex of the organizational actions aimed at providing fulfillment of requirements of the regulatory legal acts obligatory for observance of requirements of technical regulatory legal acts when implementing activities for ensuring fire safety.

3. The control system is developed by the license applicant (licensee) based on the analysis of the regulatory legal acts obligatory for observance of requirements of the technical regulatory legal acts regulating procedure and conditions of performance of works (rendering the services) constituting activities for ensuring fire safety (further - regulating documents).

4. The procedure for functioning of the control system is reflected in approved by the order of the head of the license applicant (licensee) Polozheniya on the control system (further - the Provision).

5. In the Provision are specified:

list of regulating documents;

frequency of advanced training of workers of the license applicant (licensee) who will carry out (perform) works and (or) to render (render) the services constituting activities for ensuring fire safety;

the description of works (services) constituting activities for ensuring fire safety which the license applicant (licensee) is going to perform (performs);

the working procedures (rendering services) established by regulating documents;

procedure for quality control of the performed works and (or) the rendered services;

procedure for document creation (magazines, acts, protocols and others) by results of performance of works and (or) rendering services;

responsibility of workers of the license applicant (licensee) for compliance to regulating documents of the performed works and (or) the rendered services constituting activities for ensuring fire safety.

6. Functioning of the control system shall provide accomplishment by the licensee of requirements of regulating documents.

7. Responsibility for functioning of the control system and its updating are born by the head of the licensee.
