About the State program "Small and medium business in the Republic of Belarus" for 2016-2020

For the purpose of ensuring development of small and medium business in the Republic of Belarus the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the enclosed State program "Small and medium business in the Republic of Belarus" for 2016-2020 (further - the State program).

2. Determine:

responsible customer of the State program Ministry of Economics;

customers of the State program Ministry of Economics, regional executive committees, Minsk Gorispolkom, Belarusian fund of financial support of entrepreneurs.

3.  No. 870 is excluded according to the Resolution of Council of Ministers of the Republic of Belarus of 25.10.2016

4. To the Ministry of Finance, the Ministry of Economics, regional executive committees and the Minsk Gorispolkom when forming republican and local budgets for the next financial year to provide in accordance with the established procedure funds for financing of the actions provided by the State program.

The state program "Small and medium business in the Republic of Belarus" for 2016-2020

Chapter 1. General provisions

The state program "Small and medium business in the Republic of Belarus" for 2016-2020 (further - the State program) is developed for the purpose of ensuring development of small and medium business in the Republic of Belarus.

Chapter 2. General characteristic of small and medium business

In the conditions of market economy as shows experience of economically developed states, sustainable social and economic development directly depends on the level of activity of small and medium business. This sector of economy is rather mobile and easily adapts to often changing market conditions therefore development of small and medium business is the base for emergence of conditions of intensive economic growth.

The Republic of Belarus in this aspect is not exception, and questions of economic growth and sources of its providing are very urgent today. Development of individual, small and medium business in our country is one of national priorities of economy.

The indicator of number occupied in the sphere of small and medium business testifies to important role of entrepreneurship of Belarus in the problem resolution of employment. The specific weight occupied in the microorganizations, the small and average organizations, and also individual entrepreneurs and employees involved by them in total number occupied in economy following the results of 2014 made percent 32,5 (2010 - percent 31,9).

For January 1, 2015 number occupied in the sphere of small and medium business, including individual entrepreneurs and employees involved by them, constituted 1477,3 of one thousand people.

Growth of number occupied in the sphere of small and medium business in 2014 in relation to 2010 is noted in the Minsk region - 6, percent (15,6 of one thousand people), in Minsk - 3 percent (13,7 of one thousand people) and the Grodno region - percent 1,3 (1,8 of one thousand people).

Noticeable reduction of number occupied in the sphere of small and medium business in 2014 in relation to 2010 was observed in the Vitebsk and Mogilev regions - on percent 11,7 (19,6 of one thousand people) and percent 8,6 (11,8 of one thousand people) respectively.

At the same time growth of number of subjects of small and medium business caused first of all by favorable changes in business conditions is noted. So, from 2010 to 2014 the steady tendency of growth of number of the microorganizations, small, average organizations and individual entrepreneurs was designated. The number of the microorganizations, small and average organizations for January 1, 2015 made 114,2 of one thousand units (including 2,4 of one thousand units (percent 2,1) - the average organizations, 12,4 of one thousand units (percent 10,9) - the small organizations, 99,4 of one thousand units (87 percent) - the microorganizations) and in comparison for January 1, 2011 their quantity increased by 27,3 of one thousand units (growth rates - percent 131,4).

The number of individual entrepreneurs in 2014 made 249 thousand people and increased in comparison with 2010 by 17,1 of one thousand people (surplus - percent 7,4).

In 2014 the average of workers in the microorganization constituted 3,5 of the person, in the small organization - 40 people, in the average organization - 158 people.

Small and medium business develops in the territory of Belarus unevenly. Distribution of subjects of small and medium business on regions is characterized by rather high degree of concentration in the capital and the large cities. In other regions development of small and medium business is characterized by relative uniformity.

Density of small and medium business (the number of subjects of small and medium business, including individual entrepreneurs, on 1000 inhabitants) in Belarus constitutes unit 38,3 on 1000 inhabitants and is comparable to foreign indicators (The Russian Federation - 39 units, the Republic of Poland - 37 units, the Republic of Latvia - 35 units, the Republic of Lithuania - 32 units). However influence of small and medium business on social and economic development of Belarus considerably yields to the level of developed countries.

The share of gross value added created by subjects of small and medium business (including individual entrepreneurs), in gross value added of the country for 2014 constituted 28,7 of percent and increased in comparison with 2011 by 1,4 of percent point (calculation of this indicator taking into account share of individual entrepreneurs till 2011 was not perfromed).

Unevenness of development of small and medium business in industries takes place. The sector of small business - institute which provides employment of the population and is concentrated first of all in service industry (following the results of 2014 - 73 percent from total quantity of the microorganizations and small organizations, including 39 percent in the sphere of trade, car repairs, household products). The similar situation develops in the sphere of individual entrepreneurship - 85 percent of individual entrepreneurs are engaged in service industry.

The solution of tasks on ensuring economic growth and transition to innovative way of development is connected with medium business. The average organizations are more provided in the sphere of production (more than 68 percent of the average organizations perform activities in the field of the industry, constructions, agricultural industry).

Progressively the specific weight of industrial output of subjects of small and medium business in total amount of industrial production - with percent 15,1 in 2010 increases to 16 percent in 2014. In 2014 the number of the subjects of small and medium business performing activities in industrial production made 16 095 organizations, growth rates of their quantity in relation to 2010 made percent 127,6 (in 2010 - 12 611 organizations).

Number occupied in this sector in 2014 constituted 278,9 of one thousand people, or percent 23,2 from the average number of workers of subjects of small and medium business (without individual entrepreneurs and the involved employees).

The number of the individual entrepreneurs performing activities in the industry - 12 118 people, or percent 4,9 from total quantity of the registered entrepreneurs.

The investment potential of small and medium business increases. If in 2010 the share of investments of small and medium business in the total amount of investments constituted percent 39,7, then following the results of 2014 this indicator constituted percent 42,3 (surplus - 2,6 of percent point).

The share of export of subjects of small and medium business in export of the country following the results of 2014 constituted percent 41,5 (2010 - percent 42,9), import - 35 percent (2010 - percent 37,4).

The specific weight of subjects of small and medium business in total amount of proceeds from sales of products, goods, works, services following the results of 2014 made percent 37,1 (2010 - percent 37,2). Among regions there is the greatest specific weight of proceeds from sales of products, goods, works, services of subjects of small and medium business in total amount of revenue is noted in Minsk - 49,3 of percent and the Minsk region - percent 41,1, the smallest - in the Gomel region - percent 17,9.

The specific weight of tax revenues from subjects of small and medium business, including individual entrepreneurs, in general receipts in the budget in 2014 made percent 27,9. The greatest specific weight of tax revenues from subjects of small and medium business in general receipts of the region is noted following the results of 2014 across the Minsk region - percent 34,3, Minsk - 32,1 of percent and the Brest region - percent 29,5, the smallest - on the Vitebsk region - percent 15,5.

In the republic the network of subjects of infrastructure of support of small and medium business which consists of 88 centers of support of entrepreneurship and 19 incubators of small business is effective. Subjects of this infrastructure in the majority are located in the regional centers and the large cities. So, from 7 centers located in the Brest region 4 are in Brest, from 7 centers located in the Vitebsk region, 3 - in Vitebsk, from 7 centers located in the Gomel region, 3 - in Gomel. Only in the Grodno region from 19 centers of support of entrepreneurship 15 are located in the district centers. Services of subjects of infrastructure of support of small and medium business cover about 130 thousand people, or percent 8,8 from total number occupied in the sphere of small and medium business.

The Republic of Belarus in the report of the World Bank "Business of 2016" took the 44th place among 189 states.

In the report "Business of 2016" concerning the Republic of Belarus two positive reforms - reducing aggregate term of state registration of real estate, the rights to it and transactions with it with possibility of implementation of registration actions quickly - within one working day (indicator "Registration of property"), and also introduction for subjects of managing of electronic state registration are fixed (indicator "Registration of the companies").

Simplification of rules of entry into business allowed to improve rating line items of the country on indicator "Registration of the companies" directly on 27 Items in relation to the previous accounting period.

The Republic of Belarus for the last five years in the rating of the World Bank holds leader positions on indicator "Registration of property" (the 7th place), "International trade" (the 25th place), "Ensuring execution of contracts" (the 29th place) and "Receipt of construction licenses" (the 34th place) is highly appreciated by experts in indicators.

The remoteness indicator from the advanced boundary is improved in comparison with the previous accounting period on 0,54 of percent point and constituted percent 72,3, the gap between achievements of our country and the advanced boundary calculated on the basis of the best indicators over all countries for all years thereby is reduced.

Chapter 3. Purpose, tasks and indicators of the State program

The purpose of the State program is development of small and medium business as one of factors of providing steadily high employment level of the population and economic growth.

For achievement of effective objective the solution of the following tasks is provided:

improvement of business environment;

assistance to development of subjects of small and medium business;

enhancement of infrastructure of support of small and medium business;

forming of the positive relation to entrepreneurial initiative of citizens.

Summary target indicators and target indicators of the State program are given according to appendix 1. Achievement in 2020 of specific weight of the gross value added created by subjects of small and medium business in gross value added of the Republic of Belarus in the amount of 40 percent and specific weight occupied in the microorganizations, the small and average organizations and also the individual entrepreneurs and employees involved by them in the total number of the percent occupied in economy of the Republic of Belarus in the amount of 39,6 is planned.

Accomplishment of actions for implementation of the State program according to appendix 2 is provided.

Implementation of the action plan on improvement of rating line items of the Republic of Belarus in the report of the World Bank "Business" according to appendix 3 will promote improvement of business environment and will allow to provide inclusion of the Republic of Belarus to number of 30 countries with optimum conditions for business.

Accomplishment of package of measures for realization of the first stage of the Strategy of development for small and medium business "Belarus - the country of successful entrepreneurship" for the period till 2030 according to appendix 5 will promote further reforming of business climate, development of comfortable business environment, creation of competitive conditions of activities of subjects of managing irrespective of patterns of ownership, to forming of incentives for activization of development of small and medium business in the priority directions of economy, to enhancement of forms and methods of the state support of small and medium business.

The purposes and tasks of the State program will be approved with the main priorities determined by the Program of social and economic development of the Republic of Belarus for 2016-2020 approved by the Presidential decree of the Republic of Belarus of December 15, 2016 No. 466, and allow to provide achievement by the Republic of Belarus of the Sustainable development goals containing in the resolution of the General Assembly of the United Nations of September 25, 2015 No. 70/1 "Transformation of our world: the agenda in the field of sustainable development for the period till 2030", including the purposes 8 "Assistance forward, all-embracing and to sustained economic growth, full and productive employment and decent work for all.

Chapter 4. The main risks connected with implementation of the State program, and measure for their minimization

Achievement of the object set in the State program can be complicated by different risks that causes need of their forecasting and timely taking measures to their minimization.

Treat the main risks which can arise in case of implementation of the State program:

the legal risks connected with change of the legislation, duration of process of forming of the regulatory legal base necessary for effective implementation of the State program that can lead to increase in terms of implementation of actions of the State program or change of conditions of their accomplishment;

the financial risks connected with reducing the amount of financing at the expense of budgetary funds of program actions therefore reducing or the termination of their accomplishment is possible;

the administrative risks connected with poor control of implementation of the State program, low performance of interaction of concerned parties that can entail violation of the planned terms of implementation of the State program, failure to carry out of its purpose and tasks, decrease in efficiency of accomplishment of actions.

For the purpose of minimization of impact of risks in case of implementation of the State program it is planned:

involvement of concerned parties to discussion of draft documents at stage of their development;

accounting of the planned changes in the legislation in the sphere of business activity;

annual refining of amounts of the financial resources provided on implementation of actions of the State program depending on the achieved results and determination of priorities for first-priority financing;

forming of effective management system implementation of the State program;

carrying out systematic monitoring of effectiveness of implementation of the State program;

increase in efficiency of interaction of participants of implementation of the State program;

timely adjustment of actions of the State program.

Chapter 5. Financial provision of implementation of the State program

The planned amount of expenses on financial provision of implementation of the State program according to appendix 4 makes 576, 9 million rubles.

Financing of actions of the State program will be performed at the expense of means republican and local budgets, "Development Bank of the Republic of Belarus" open joint stock company, Belarusian fund of financial support of entrepreneurs, other sources, stipulated by the legislation.

The amounts of financing of actions of the State program are specified when forming the republican budget for the next financial year.

Chapter 6. Technique of efficiency evaluation of implementation of the State program

The efficiency evaluation of implementation of the State program includes assessment of achievement of summary target and target indicators of the State program, assessment of implementation of actions of the State program and is calculated by formula

The main source of receipt of data on accomplishment of summary target and target indicators of the State program is the state statistical reporting.

effective if efficiency measure value more or equally 0, and planned values of the summary target and target indicators established in breakdown on regions are executed by all regions;

moderately effective if the measure value of efficiency constitutes at least 0,8;

ineffective if the measure value of efficiency constitutes less 0,8.

When evaluating efficiency of implementation of the State program the accruing result:

for assessment of achievement of the indicators specified in Items 1, of 2, of the 2-1, 3-7 and 9 appendix 1, the actual and planned measure values for the last year of the analyzed period are compared;

for assessment of achievement of the indicator specified in appendix Item 8 1, the actual measure values by every year of the analyzed period which are compared with the amount of planned values for the same period are summed up;

in case of assessment of achievement of the indicator specified in appendix Item 2-2 1, total values of the actual and planned amounts of financing of actions for support of small and medium business of the analyzed period respectively are compared every year;

for assessment of accomplishment of the actions specified in Items 5, of 6, 8–11, 13, 15–19, 23, of 24, 26–31, 34–39, 42–44 appendices 2, the arithmetic average value of extents of accomplishment of action is calculated every year;

assessment of accomplishment of the actions specified in Items 1-4, 7, of 12, of 14, 20–22, 25, of 32, of 33, 40 and 41 appendices 2, is performed by the last year of the analyzed period.
