This agreement determines the main directions and conditions of interaction of the Parties concerning providing social guarantees of the citizens of the Republic of Kazakhstan and the Russian Federation living and/or working at the Baikonur complex.
For the purposes of this agreement the term "authority of the Party" means:
for the Kazakhstan Side - the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan;
for the Russian side - the Ministry of Labour and social development of the Russian Federation.
Social guarantees of the citizens of the Republic of Kazakhstan living and/or working at the Baikonur complex are provided according to the legislation of the Republic of Kazakhstan, except as herein otherwise provided.

Interaction of the above-named territorial authority of Ministry of Labor of Russia with the relevant territorial authority of the Republic of Kazakhstan is determined by the free standing agreement between authorities of the Parties by employment of the citizens of the Republic of Kazakhstan and the Russian Federation recognized in accordance with the established procedure as the unemployed.
The national social insurance of the citizens of the Republic of Kazakhstan and the Russian Federation working in the organizations located on the Baikonur complex and registered in bodies of Social Insurance Fund of the Russian Federation, and in appropriate cases and members of their families is performed in accordance with the legislation of the Russian Federation by fund of social insurance of the Russian Federation if other is not provided by international treaties.
Medical support, the citizens of the Republic of Kazakhstan and the Russian Federation living and/or working at the Baikonur complex is performed according to signed on April 20, 1995. In proper cases authorities of the Parties within their competence provide implementation of provisions of this agreement.
Disputes on interpretation and application of this agreement are permitted by consultation and negotiations of the Parties.
This agreement becomes effective from the date of the last written notice of accomplishment of the interstate procedures by the Parties necessary for its entry into force.
This agreement is signed for validity of lease of the Baikonur complex, however it remains in force before the expiration of six months from the date of receipt of one of the Parties through diplomatic channels of the written notice of other Party of intention to terminate this agreement.
