Determine that in 2016 from the republican budget at the expense of means of reserve fund of the President of the Republic of Belarus about 8 000 000 000 thousand rubles are allocated for rendering social support of needy and other socially vulnerable categories of the population according to legal acts.

The means of reserve funds specified in part one of this Item go for financing of expenses on payment to needy and other socially vulnerable categories of the population of non-cash housing subsidies according to the procedure, established by legal acts.

The amounts of excess of remaining balance of means of the reserve funds specified in part one of this Item over the need for funds for payment to needy and other socially vulnerable categories of the population of non-cash housing subsidies can go for financing of the budget obligations which were not considered in case of approval of the relevant budgets or were provided in insufficient amount.

4. This Decree becomes effective from the date of its signing and extends the action to the relations which arose since January 1, 2016.
