The government of the Republic of Kazakhstan and the Government of Georgia which are hereinafter referred to as with the Parties, being guided by arrangements on the principles of recognition and nostrification of documents on academic degrees (scientific and pedagogical ranks), comparability of academic degrees; aiming at preserving and development of scientific bonds;

confirming the aspiration to continue cooperation in the field of preparation and certification scientific and research and educational personnel of the top skills;

agreed as follows:

Article 1

The parties hold mutual consultations in case of development of own concepts of development of systems of certification scientific and research and educational personnel of the top skills.

Article 2

The parties mutually inform each other on development of own lists (nomenclatures) of professions of scientists and forming in the territory of the states of networks of councils on award of academic degrees.

The parties provide comparability of the main requirements to job seekers of academic degrees and academic (scientific and pedagogical) statuses in the state systems of certification scientific and research and educational personnel of the top skills of the Parties.

Article 3

The parties will develop cooperation in the field of preparation and certification scientific and research and educational personnel of the top skills in the way:

- creations of equivalent conditions for carrying out protection of theses by job seekers of one Party in councils on award of academic degrees in the territory of other Party;

- timely mutual informing on changes in the state systems of certification scientific and research and educational personnel of the top skills of the Parties, exchange of the corresponding regulations and other materials concerning certification of this personnel;

- the directions of graduate students, doctoral candidates, scientists for communication, advanced training and preparation of theses which are performed both on currency-free equivalent basis, and according to direct agreements of the interested organizations of the Parties in which the rights, obligations and responsibility of guides and the accepting organizations are determined.

Article 4

For improvement of quality of examination of dissertation works each of the Parties helps:

- to participation of the leading scientists and specialists of the state in work of councils on award of academic degrees of other Party, and also as opponents in case of defense of a thesis;

- to conducting additional examination of the dissertations defended in councils on award of academic degrees of other Party.

Article 5

The parties recognize the qualification documents of the state sample on award of academic degrees and assignment of academic (scientific and pedagogical) statuses issued by relevant organ of other Party in the territories of the states.

Recognition of documents of the state sample on award of academic degrees and assignment of academic (scientific and pedagogical) statuses does not involve unconditional distribution on their owners of the rights established by the Parties in the territory of the states for job seekers of national state documents.

Comparability (equivalence) of qualification documents of the state sample on academic degrees and academic (scientific and pedagogical) statuses is established in the course of recertification of their owners.

Recertification is carried out by state body of certification of the state which citizen is the job seeker or in the territory of which he constantly lives.

Article 6

The parties hold necessary joint events for experience exchange of government of process of certification scientific and research and educational personnel of the top skills, directed to its enhancement.

Article 7

Participation in this agreement does not limit the rights of the Parties to use of other forms of cooperation in the field of preparation and certification scientific and research and educational personnel of the top skills and does not interfere with independent functioning of the state systems of certification scientific and research and educational personnel of the Parties.

Article 8

On the specific questions connected with implementation of this agreement supplementary agreements and protocols can be signed.

Article 9

In case of disagreements on the questions following from this agreement or connected with its accomplishment, agents of the parties will consult among themselves with the purpose of approval of procedure for their elimination.

Article 10

Competent authorities under this agreement are the relevant state bodies of certification of the Parties.

Article 11

This agreement becomes effective from the date of the mutual notification of the Parties on the end of the provided interstate procedures and will be effective within five years and to be prolonged automatically for the subsequent five-year periods if any of the Parties no later than six months before the expiration of the specified term does not notify in writing other Party on the intention to stop its action.
