About approval of the General technical regulation about safety of design of agricultural machinery

According to the Law of the Republic of Uzbekistan "About technical regulation", for the purpose of establishment of single requirements to safety of design of agricultural machinery the Cabinet of Ministers decides:

1. Approve the General technical regulation about safety of design of agricultural machinery according to appendix and enact it after six months from the date of official publication.

2. Take into consideration that according to requirements of the Law of the Republic of Uzbekistan "About technical regulation" with enforcement of technical regulations, the accepted earlier regulating documents on standardization on products specified in them, works and services lose binding character and acquire voluntariness of application in accordance with the established procedure.

3. To the Uzstandart agency together with authorized bodies in accordance with the established procedure to take measures for cancellation of binding character and ensuring voluntariness of application of regulating documents for standardization of design of agricultural machinery from the date of enforcement of the General technical regulation approved by this resolution.

4. To the Uzstandart agency, Inspectorate for control of agro-industrial complex and ensuring food security under the Prosecutor General's Office of the Republic of Uzbekistan together with National broadcasting company of Uzbekistan to provide broad informing the population, bodies of the public and economic board, subjects of business activity about the purposes, content and procedure for application, the approved General technical regulation.

5. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan U. U. Rozukulov.

The general technical regulation about safety of design of agricultural machinery

Chapter I. General provisions

1. This Technical regulation establishes safety requirements to design of agricultural machinery for the purpose of protection of life and health of citizens, environmental protection, protection of property of physical, legal entities and state-owned property and extends to the new and upgraded tractors, tractor trail cars, semitrailer trucks and machines for agricultural industry (further - machines).

2. Objects of technical regulation of this Technical regulation are:

a) tractors agricultural and forestry and landscape:

wheel and caterpillar;

small-sized, motor-blocks;

b) self-propelled machines:

harvesters for chemical protection of plants;

energy means;

wheel and caterpillar excavators, bulldozers;

c) trail cars and semitrailer trucks tractor;

d) machines are hinged, semi-hinged, trailing, semitrailer and mounted:

sowing and landing;

for application of fertilizers;

for chemical protection of plants;

harvest;

soil-cultivating;

for cleaning of herbs and procurement of hay and straw;

dozhdevalny;

e) lift trucks of agricultural purpose;

e) machines for postharvest processing of grain and seeds;

g) machines and processing equipment for livestock production and poultry farming, forage productions:

crushers, grinders and mixers of forages;

milking machines;

conveyors manure and fodder, etc.;

h) means of small-scale mechanization:

the hinged, trailing and stationary farm vehicles and tools aggregated with small-sized tractors and motor-blocks;

motor-cultivators, motor-mowers, motor-wheelbarrows, etc.

3. This Technical regulation does not contain requirements of general nature, and also the requirement to production processes, storages, transportations, realization and utilizations of agricultural machinery regulated by other general and special technical regulations.

When the risks caused by trail cars, replaceable trailing machines are fully or partially established in other technical regulations, requirements are determined by these regulations.

4. This Technical regulation does not extend to agricultural machinery:

a) released before entry into force of this Technical regulation, being in the use, being in operation in the territory of the Republic of Uzbekistan;

b) made it is single in individual procedure, and also according to the procedure of individual creativity.

Chapter II. Terms and determinations

In this Technical regulation the following terms and determinations are used:

identification - establishment of identity of the agricultural machinery provided for evaluating compliance, to the essential signs established by this Technical regulation;

emissions - the hazardous substances which are thrown out to the environment from the working engines established on objects of technical regulation of this Technical regulation;

hazardous substances - the impurity containing in air having adverse effect on health of the person - carbon oxide, nitrogen dioxide, nitrogen oxide, methane, hydrocarbons aliphatic limiting, formaldehyde and disperse particles of soot;

category of agricultural machinery - agricultural machinery for agriculture (the equipment for preseeding processing of the soil, sowing and landing technology, the equipment for care of crops, watering and irrigation, application of fertilizers, harvest technology, the equipment for postharvest processing, the special equipment for cultivation of certain cultures), for livestock production (the forage equipment, for conversion of forages, for care of animals), for meliorative works (the machine for construction and content of irrigation canals, drainage systems) and the auxiliary equipment;

trail car tractor - not driverless vehicle transferring all vertical load to the bearing area through the wheels;

self-propelled machines - the machines used in rural or forestry on wheel or caterpillar the internal combustion engine is the course which process of functioning provides movement without the aid of foreign energy means and power source;

agricultural machinery - the tractor, trail car and semitrailer truck tractor, the self-propelled machine, the machine and the equipment performing working functions in agricultural industry;

means of small-scale mechanization - the hinged, trailing, semi-hinged, semitrailer and stationary farm vehicles and tools aggregated with small-sized tractors and motor-blocks, constituting the agricultural aggregate, specialized machines and tools: the self-propelled, working in movement and managed by row the going operator, stationary small-sized farm vehicles and aggregates with internal combustion engines or electric motors with rated voltage no more than 250 V;

the brake system - set of the parts of the vehicle intended for its braking in case of impact on element of management of the brake system.

Chapter III. Requirements to safety of design of agricultural machinery

5. Requirements to safety of design of agricultural machinery on designing, access facilities, brake systems, to electrical safety, noise and vibration, emissions of hazardous substances, stability, visibility and illumination, fire safety, transportation, visual and acoustic control facilities of the prevention and the alarm system, assembly, installation and to maintenance, operation are given in appendix No. 1 to this Technical regulation.

Classification of tractors and trail cars by categories and types is given in appendix No. 2 to this Technical regulation.

6. Additional requirements to safety of machines for crops, landing, application of fertilizers and processing of the soil, machines for protection of plants, the self-propelled machines managed by row the going person for harvesting and to handling means, mobile means of small-scale mechanization with the internal combustion engine, tractor cattlefeeders, dozhdevalny machines, machines and the equipment for livestock production and forage production are provided in paragraphs 16 - 24 appendices No. 1 to this Technical regulation.

Chapter IV. Requirements to marking and identification of agricultural machinery

7. Identification of agricultural machinery is performed in case of release into the stream of commerce, confirmation of conformity to requirements of this Technical regulation, when carrying out the state control (supervision), when importing to the territory of the Republic of Uzbekistan.

Identification of products is made when sampling and testing.

Identification of products consists in comparison of the main characteristics of product samples with the main characteristics specified in technical (accompanying) documentation it, marking on product sample and on packaging (container). For carrying out identification of products the characteristics provided in design documentation, including specifications and delivery agreements can be used.

Depending on tasks of identification, specifics of agricultural machinery one of the following methods of identification or their combination is used:

a) according to documentation;

b) tool;

c) visual;

d) approbation;

e) testing.

8. The marking and texts containing, at least, the following information shall be applied on agricultural machinery:

name of agricultural machinery;

name of the manufacturer;

designation of series, type, model;

serial number;

number of the engine, number of frame, numbers of aggregates specified in the passport of agricultural machinery;

year of production.

Besides, the following warning labels and (or) symbols on safe engineering shall be applied on each agricultural machinery:

requirements about need of use of individual protection equipment of the operator;

designation of places for accession of load-lifting means and installation of jacks;

the signs warning about danger;

the data relating to adjustment of working bodies and devices of protection;

allowable load on wheels, distribution of weight on axes, admissible maximum transport speed.

9. Information for consumers or buyers of agricultural machinery shall be unambiguously understood, complete, reliable and contain in marking and operational documentation.

10. Marking, signs and texts shall be read and be easily put in places, available to viewing.

11. Safety signs, serial numbers of the engine, frame and aggregates shall be well visible, legible, indelible and easily readable during the regulated service life of agricultural machinery, without removal of any details and the hinged equipment and to be applied on its irremovable part.

12. If marking is executed in foreign language, its translation into state language is given in operational documents.

13. The text applied with the manufacturer on the external or internal surface of machines for the purpose of the prevention or informing operators and service personnel on the design features of the machine influencing their safety is provided in state language.

14. Serial numbers of the engine, frame and aggregates shall be put on the surfaces of agricultural machinery with the methods complicating their counterfeit and destruction.

15. Operational documents shall contain the following data on agricultural machinery:

a) appointment;

b) technical characteristics;

c) picking;

d) information on the locations of serial number and numbers of the aggregates specified in the passport of agricultural machinery;

e) device and functioning;

e) list of the works necessary for preparation of agricultural machinery for operation;

g) safe operating conditions;

h) residual risks which could not be reduced to necessary level by the security measures provided by developer;

i) number and date of issue of the certificate of conformity or number and registration date of the declaration for the certified serially made products on compliance to mandatory requirements of this Technical regulation;

j) the obligatory list of works when carrying out maintenance;

k) the obligatory list of works when carrying out running repair;

l) if necessary - instructions for use of individual protection equipment and for training of service personnel in safe working methods;

m) procedure for storage and preservation;

o) procedure for transportation;

o) procedure for conclusion from operation and preparation for utilization;

p) procedure for accomplishment of installation for stationary agricultural machinery, amount of the checks and testing necessary for exception of possibility of dangerous situations because of installation errors;

c) procedure for carrying out acceptance tests of agricultural machinery and recognition its suitable for operation.

16. Operation manuals, to maintenance, the parts catalogs explaining texts, stickers speech and text information of onboard informants shall be clear and contain reliable information.

17. Information for the consumer on confirmation of conformity shall be presented by the manufacturer (the supplier, the seller) in the form of the mark of conformity applied on the machine or the certificate of conformity (copy) according to the legislation in the field of technical regulation.

18. The manufacturer, the authorized representative, the importer and the consumer from the moment of detection of discrepancy of machines to the safety requirements established by this Technical regulation or based on the instruction of state body stop processes of production, realization and the address.

Chapter V. Procedure for sampling and evaluation methods of parameters of safety

19. For the purpose of assessment of parameters of safety samples of agricultural machinery are selected in the organization manufacturer, trade bases and customs warehouses for carrying out testing.

20. Sampling is made from batch by method of random check from products warehouse in quantity according to the table below.

Batch the product quantity which is drawn up by one quality certificate and at the same time shown to delivery - for the made products or shipping documents (invoice, way bills) - for the imported products is considered.

21. Rules and test methods, measurements, safety of design of agricultural machinery, necessary for assessment of conformity of parameters, are regulated according to regulating documents in the field of technical regulation.

Chapter VI. State supervision and control of observance of requirements of this Technical regulation

22. The state control of observance of requirements of this Technical regulation is exercised Inspectorate for control of agro-industrial complex and ensuring food security under the Prosecutor General's Office of the Republic of Uzbekistan and its territorial authorities, the Uzbek technical regulation agency, the Uzbek state center for certification and testing of agricultural machinery and technologies under the Cabinet of Ministers of the Republic of Uzbekistan (UZGTSITT), and also by other specially authorized state bodies within their competence.
