Regulations on procedure for forming and use of the income of National institute of justice

I. General provisions

1. The regulations on procedure for forming and use of the income of National institute of justice (further – the Provision) establish procedure for forming and use of the income of National institute of justice (further – Institute) received from provision of services on paid basis.

2. The institute provides services on paid basis on the statement of physical persons and legal entities, according to provisions of the Law No. 152-XVI of June 8, 2006 on National institute of justice.

3. Payment for the rendered services is performed according to the rates established in the List and rates of the paid services provided by the National institute of justice approved by appendix No. 1 to this Order of the Government.

4. The procedure for filing of application and provision of paid services by Institute is established by its Council.

II. Forming and use of the collected income

5. The income are formed owing to revenues to the treasurer account of Institute of the amounts received from the following services:

1) basic and continuous training of persons who work in the sector of justice, and also teachers;

2) distance training of persons working in the sector of justice;

3) carrying out activities for monitoring during remote training of persons working in the sector of justice;

4) implementation of research and scientific works in the field of justice;

5) the publication of articles in the magazine of National institute of justice and in other publications of institute;

6) leasing of property of public property.

6. Income gained through cash desk is transferred daily into the treasurer account. Use of the income which is directly in cash desk without their preliminary introduction into the treasurer account is not allowed.

7. The collected income is used for:

1) coverings of the expenses on provision of services specified in Item 5 of this provision;

2) compensations of the personnel attracted to provision of services, specified in Item 5 of this provision;

3) payments of utilities (electric power, heating, water and sewerage);

4) carrying out the current repair work in rooms;

5) payments of post and telecommunication services;

6) payments of transportation expenses;

7) ensuring professional enhancement of personnel.

8. Payment for lease of property of public property is specified in the lease agreement. The amount of payments for utilities is estimated proceeding from applicable fares (prices) of utilities and real amount of the provided services.
