The Ministry of Education, cultures and the health cares of the Republic of Kazakhstan and the Ministry of Education of Georgia which are hereinafter referred to as "Party" within the Agreement between the Governments of both states,
considering traditional close and fruitful ties in the field of education; expressing mutual aspiration to further strengthening and development of mutually beneficial cooperation on the principles of equality, independence and integrity of educational systems of the Parties;
recognizing in the relations in educational policy unconditional priority of universal values, the principles of the Universal Declaration of Human Rights, Convention on the Rights of the Child and aiming at their practical realization;
attaching importance to ensuring scientific character and humanity in the field of education, to satisfaction of cultural and educational needs of the people living in both states, irrespective of nationality and ethnic origin of students, wishing to develop and strengthen the relations of friendship and cooperation between the people of the countries on the basis of mutual respect and equality,
agreed as follows:
The parties will promote cooperation and experience exchange and information in the field of science and education, considering autonomy of all types of the educational institutes which are in their territory.
The parties will adhere to the conclusion of direct contracts between research institutions and the higher schools. The specific directions and subject of cooperation, quota and financial terms of the exchange between institutes and schools will be stipulated in the relevant direct agreements.
The parties will promote mutual exchange of students, graduate students and specialists. Quotas of this exchange, financial conditions of carrying out tenders and detail of filing of applications will be annually specified between the Parties.
The parties will promote exchange of scientific information concerning structure, content and the organization of their educational systems, curricula and programs, textbooks and education guidances and technical means.
The parties will promote mutual participation of pupils in the Olympic Games, tenders, festivals, joint ecological, tourist, sporting and other events.
For the purpose of coordination and interaction, and also for receipt of information and for experience exchange including in connection with the organization of joint seminars and other actions, the Parties will exchange experts and delegations for review of the specific directions of cooperation.
By the parties the mechanism of recognition of equivalence of certificates about average, the diplomas about professional, secondary vocational and higher education issued by educational institutions of two countries since January 1, 1992 will be developed.
Each of the Parties will promote development and expansion of studying of language, culture and literature of other Party in shape which the Parties will consider the most adequate within cooperation.
The parties will exchange documents on history, geography, political development for the purpose of exact and right reflection in textbooks and encyclopedias of both parties.
The parties will support close contacts in the field of nonprofessional sport, including joint training, exchange of trainers, the organization of tournaments and competitions including at the level of children's and youthful sport.
The parties will develop cooperation and exchange between their youth and sports organizations.
Financial sales terms of this agreement are determined by the Parties as follows:
- the sending party provides travel expenses of persons directed according to the program of exchange, provided by this agreement, to the capital of other state and back,
- the host party provides expenses on stay and travel expenses within the country, according to the specific program of visit, and also medical care in case of sudden disease,
- terms of the exchange are specified by students and teachers in specific protocols.
The parties as required or at the request of one of the Parties will serially gather in the form of the mixed commission for summing up and development of further offers on implementation of this agreement.
By mutual consent changes and additions which are drawn up by separate protocols can be made to this agreement and will be integral part of this agreement.
The disputes between the Parties arising in connection with application or interpretation of this agreement are solved by negotiations and consultations between the Parties.
This agreement becomes effective from the date of receipt of the last written notice of accomplishment of each of the Parties of the interstate procedures necessary for its entry into force.
The agreement is effective within five years and will be prolonged automatically for the subsequent five-year periods if any of the Parties, at least in three months prior to the end of the next period, does not send the written notice to other Party about the intention to stop its action.
It is made in Almaty, on November 11, 1997 in duplicate, everyone in the Kazakh, Georgian and Russian languages, and all texts have equal force.
For the purposes of interpretation of provisions of this agreement the text in Russian is used.
