Based on article 13 of the Law of the Republic of Belarus of January 7, 2012 "About sanitary and epidemiologic wellbeing of the population", paragraph two of subitem 8.32 of Item 8 of the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446 "About some questions of the Ministry of Health and measures for implementation of the Presidential decree of the Republic of Belarus of August 11, 2011 No. 360" the Ministry of Health of the Republic of Belarus DECIDES:
1. Approve the enclosed Sanitary standards and the rules "Requirements to Ensuring Radiation Safety in case of the Address with Beam Customs Installations".
2. This resolution becomes effective since March 1, 2016.

1. These Sanitary standards and rules establish sanitary and epidemiologic requirements to the address with beam customs installations (further if other is not provided, - LDU), classification of LDU, the requirement to design, placement of LDU, the equipment of rooms in which LDU, to ensuring radiation safety, radiation control, control of not radiation factors and measures of protection from them are located.

For the purposes of these Sanitary standards and rules terms and their determinations in the values established by the Law of the Republic of Belarus of January 5, 1998 "About radiation safety of the population" are used (Vedamastsi Natsyyanalnaga to descent of Respubliki Belarus, 1998, No. 5, the Art. 25), the Law of the Republic of Belarus of January 7, 2012 "About sanitary and epidemiologic wellbeing of the population" (The national register of legal acts of the Republic of Belarus, 2012, No. 8, 2/1892), the Sanitary standards and the rules "Requirements to Radiation Safety", the Hygienic standard rate "Criteria for evaluation of radiative effects" approved by the resolution of the Ministry of Health of the Republic of Belarus of December 28, 2012 No. 213 (The national legal Internet portal of the Republic of Belarus, 25.05. 2013, 8/26850), the Sanitary standards and the rules "Requirements to Ensuring Radiation Safety of Personnel and the Population when Implementing Activities for Use of Atomic Energy and Sources of Ionizing Radiation" approved by the resolution of the Ministry of Health of the Republic of Belarus of December 31, 2013 No. 137 "About approval of Sanitary standards and the rules "Requirements to Ensuring Radiation Safety of Personnel and the Population when Implementing Activities for Use of Atomic Energy and Sources of Ionizing Radiation" and entering of amendment into the resolution of the Ministry of Health of the Republic of Belarus of December 28, 2012 No. 213" (The national legal Internet portal of the Republic of Belarus, 15.03. 2014, 8/28341), and also following terms and their determinations:
access restriction zone - allocated for work of mobile inspection and customs accelerating complex (further if other is not provided, - IDUK) the platform, access to which strangers during the work of IDUK shall be excluded and outside which conditions of radiation safety for the population in case of any admissible operating mode of IDUK are satisfied (the maximum dose for working hours of IDUK does not exceed μSv 1,0);
IDUK - the special complexes intended for examination of content of different objects without their opening by raying method the brake radiation which source are one or several accelerators of electrons with energy to 10 MEV;
LDU - inspection and customs accelerating complexes and x-ray installations for luggage examination and goods (further if other is not provided, - RUDBT);
the address with LDU - design processes, production, installation, adjustment, diagnosing, repair, servicing, operation, storage, transportation of LDU;
radiation danger area - zone around RUDBT of the third type in which the maximum dose of x-ray emission for working hours of RUDBT exceeds μSv 12,0;
RUDBT - the special installations intended for examination of content of different objects without their opening by raying method x-ray emission which source are one or several x-ray tubes working with rated anode voltage to 300 kV.
3. These Sanitary standards and rules are obligatory for observance by state bodies, other organizations, physical persons, including individual entrepreneurs.
4. The state sanitary inspection behind respect for these Sanitary standards and rules is performed according to the procedure, established by the legislation of the Republic of Belarus.
5. Perpetrators bear responsibility according to legal acts of the Republic of Belarus for violation of these Sanitary standards and rules.
6. On nature of use of LDU subdivide on stationary, figurative and mobile.
Stationary LDU are used in stationary conditions and are not intended for movement, shall have the stationary radiation protection ensuring radiation safety of personnel and the population during their work.
Figurative LDU have no stationary radiation protection, and radiation safety of personnel and the population during their work shall be provided with removal of people on safe distance from source of ionizing radiation (further if other is not provided, - III).
Mobile LDU are mounted on vehicles and (or) can move together with them, shall be equipped with the filters and collimators providing necessary protection of personnel and the population or reduction of the sizes of radiation danger area. Radiation protection of personnel during the work as mobile LDU shall be provided with removal it out of limits of radiation danger area or use of special radiation protection of workplace of the operator. Radiation protection of the population shall be provided with availability of zone of restriction of access and lack of the population in this zone during the installation work.
