About approval of Sanitary standards and the rules "Requirements to Ensuring Radiation Safety of Personnel and the Population in case of the Treatment of Radioactive Waste" and recognition No. which voided resolutions of the Chief state health officer of the Republic of Belarus of April 7, 2005 45, the Ministries of Health of the Republic of Belarus of March 28, 2014 No. 21

Based on article 13 of the Law of the Republic of Belarus of January 7, 2012 "About sanitary and epidemiologic wellbeing of the population", paragraph two of subitem 8.32 of Item 8 of the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446 "About some questions of the Ministry of Health and measures for implementation of the Presidential decree of the Republic of Belarus of August 11, 2011 No. 360" the Ministry of Health of the Republic of Belarus DECIDES:

1. Approve the enclosed Sanitary standards and the rules "Requirements to Ensuring Radiation Safety of Personnel and the Population in case of the Treatment of Radioactive Waste".

2. Recognize invalid:

the resolution of the Chief state health officer of the Republic of Belarus of April 7, 2005 No. 45 "About approval "Health regulations of the treatment of radioactive waste (SPORO-2005)" 2.6.6.11-7-2005";

the resolution of the Ministry of Health of the Republic of Belarus of March 28, 2014 No. 21 "About entering of amendment into the resolution of the Chief state health officer of the Republic of Belarus of April 7, 2005 No. 45" (The national legal Internet portal of the Republic of Belarus, 19.04. 2014, 8/28573).

3. This resolution becomes effective since February 1, 2016.

Sanitary standards and rules "Requirements to Ensuring Radiation Safety of Personnel and the Population in case of the Treatment of Radioactive Waste"

Chapter 1. General provisions

1. These Sanitary standards and rules establish requirements to ensuring radiation safety of workers (personnel) (further - personnel) and the populations in case of the treatment of radioactive waste (further if other is not established, - Russian joint stock company).

2. For the purposes of these Sanitary standards and rules the main terms and their determinations in the values established by the Law of the Republic of Belarus of January 5, 1998 "About radiation safety of the population" (Vedamastsi Natsyyanalnaga to descent of Respubliki Belarus, 1998, No. 5, the Art. 25), the Law of the Republic of Belarus of July 30, 2008 "About use of atomic energy" are used (The national register of legal acts of the Republic of Belarus, 2008, No. 187, 2/1523), the Law of the Republic of Belarus of January 7, 2012 "About sanitary and epidemiologic wellbeing of the population" (The national register of legal acts of the Republic of Belarus, 2012, No. 8, 2/1892), Sanitary standards and the rules "Requirements to Radiation Safety", the Hygienic standard rate "Criteria for evaluation of radiative effects", approved by the resolution of the Ministry of Health of the Republic of Belarus of December 28, 2012 No. 213 (The national legal Internet portal of the Republic of Belarus, 25.05.2013, 8/26850), Sanitary standards and rules "Requirements to providing

radiation safety of personnel and the population when implementing activities for use of atomic energy and sources of ionizing radiation", approved by the resolution of the Ministry of Health of the Republic of Belarus of December 31, 2013 No. 137 (The national legal Internet portal of the Republic of Belarus, 15.03. 2014, 8/28341).

3. Requirements of these Sanitary standards and rules extend to users of sources of ionizing radiation (further if other is not established, - users of III), including radiation objects and subjects to use of atomic energy, as a result of operation and (or) conclusion of exploitation of whom are formed by Russian joint stock company (further if other is not established, - radiation objects), and on the organizations performing designing, construction and reconstruction of radiation objects on which the address with Russian joint stock company is performed.

4. Requirements of these Sanitary standards and rules do not extend to users of III, designing, construction and which reconstruction began before entry into force of these Sanitary standards and rules (regarding designing, construction and reconstruction), and also on the irradiated nuclear fuel, nuclear materials and production waste with the increased content of natural radionuclides which are formed when implementing activities for production and conversion of mineral and organic raw materials, the waste formed in case of deactivation of the territories contaminated as a result of the Chernobyl accident.

5. Ensuring radiation safety of personnel and the population in case of the address with Russian joint stock company shall be performed according to requirements:

Sanitary standards and rules "Requirements to Radiation Safety";

Hygienic standard rate "Criteria for evaluation of radiative effects";

Sanitary standards and rules "Requirements to Ensuring Radiation Safety of Personnel and the Population when Implementing Activities for Use of Atomic Energy and Sources of Ionizing Radiation";

these Sanitary standards and rules;

other regulatory legal acts and technical regulatory legal acts of the Republic of Belarus in the field of ensuring radiation safety.

6. These Sanitary standards and rules are obligatory for observance by state bodies, other organizations, physical persons, including individual entrepreneurs.

7. The state sanitary inspection behind respect for these Sanitary standards and rules is performed according to the legislation of the Republic of Belarus.

8. Perpetrators bear responsibility according to legal acts of the Republic of Belarus for violation of these Sanitary standards and rules.

9. The user of III as a result of which activities Russian joint stock companies are formed bears responsibility for safe handling of Russian joint stock company before date of transmission them in the specialized organization performing conversion of Russian joint stock company, and also their long-term storage and burial.

10. The address from Russian joint stock company on radiation objects, and also in the specialized organizations shall be carried out taking into account methods of their subsequent conversion, aggregate state, half-life period of radionuclides and type of radiations (alpha, beta, gamma, neutron emission), physical, chemical and biological characteristics of Russian joint stock company.

11. Radiation safety in case of the address with Russian joint stock company shall be ensured by minimization of amount and the number of the formed Russian joint stock companies, interrelation of all stages of the address with Russian joint stock company with accounting of biological, chemical and other risks, long-term safety of Russian joint stock company.

12. The user of III in the course of which activities the address with Russian joint stock company is performed shall develop the scheme of the address with Russian joint stock company taking into account features and conditions of the performed works, to approve and approve according to the procedure, established by regulatory legal acts of the Republic of Belarus.

13. Outside radiation object transportation of Russian joint stock company shall be carried out by the specialized organizations according to regulatory legal acts, including technical regulatory legal acts in the field of ensuring radiation safety in transit of radioactive materials (substances), according to the procedure, established by the legislation of the Republic of Belarus.
