About some questions of realization of personnel policy in operational investigative divisions of bodies for financial monitoring (service of economic investigations)

For the purpose of implementation of the subitem 9) Article 5-1, of Item 2 of Article 7, Items 3, the 7th article 29 of the Law of the Republic of Kazakhstan of January 6, 2011 No. 380-V "About law-enforcement service", PRIKAZYVAYU:

1. Approve:

1) the Technique of assessment of results of staffing and quality of work of subjects of personnel policy of operational investigative divisions of bodies for financial monitoring (service of economic investigations) according to appendix 1 to this order;

2) Rules and methods of determination of professional competences, key indicators and measure calculation of competitiveness of operational investigative divisions of bodies for financial monitoring (service of economic investigations) according to appendix 2 to this order;

3) System and criteria of career development in operational investigative divisions of bodies for financial monitoring (service of economic investigations) according to appendix 3 to this order;

4) the Technique of implementation of the personnel forecast in operational investigative divisions of bodies for financial monitoring (service of economic investigations) according to appendix 4 to this order.

2. To committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan (Ergozhin of E.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan.

3. This order becomes effective after ten calendar days after day of its first official publication.

Appendix 1

to the Order of the Minister of Finance of the Republic of Kazakhstan of December 29, 2015 No. 725

Technique of assessment of results of staffing and quality of work of subjects of personnel policy of operational investigative divisions of bodies of state revenues (service of economic investigations)

1. General provisions

1. This Technique of assessment of results of staffing and quality of work of subjects of personnel policy of operational investigative divisions of bodies for financial monitoring (service of economic investigations) (further - the Technique) is developed for the purpose of implementation of the subitem 9) of article 5-1 of the Law of the Republic of Kazakhstan "About law-enforcement service" and is intended for determination of efficiency of measures for staffing and quality of work of subjects of personnel policy of operational investigative divisions of bodies for financial monitoring (service of economic investigations) (further - SER).

2. Objects of assessment of results of staffing and quality of work of subjects of personnel policy are territorial authorities of Committee on financial monitoring of the Ministry of Finance of the Republic of Kazakhstan (further - Committee).

3. Assessment is performed by personnel service of Committee (further – personnel service).

4. Assessment is performed annually following the results of accounting (calendar) year.

5. Information for evaluating is provided by territorial authorities of Committee in personnel service on paper and electronic media.

6. Information sources for evaluating is the information about quantitative and high-quality structure of personnel of SER of territorial authorities of Committee.

7. Assessment is performed on analysis results of information of territorial authorities provided in personnel service.

The adjusting data in case of exposure of final assessment are:

the results of sociological monitoring of moral and psychological climate in collective reflected in the research opinion by results of sociological monitoring;

information of Committee on legal statistics and special accounting of the Prosecutor General's Office of the Republic of Kazakhstan.

8. Assessment is performed by the following criteria:

1) efficiency of use of personnel resources;

2) effectiveness of assessment of activities and employee assessment;

3) training of employees.

9. Following the results of assessment by personnel service the Conclusion about results of assessment of staffing and quality of work of subjects of personnel policy (further - the Conclusion) in form, according to appendix to this Technique prepares.

10. By results of assessment of territorial authorities to the Chairman of Committee final information is entered.

11. The conclusion goes to the estimated territorial authorities for data and execution of recommendations within five working days from the moment of its signing.

2. Criterion "Efficiency of use of personnel resources"

12. Assessment by criterion "Efficiency of use of personnel resources" (further - the criterion 1) is carried out on the basis of the "completeness level" and "fluidity level" provided by territorial authorities to information on indicators and is determined as average value of points of two indicators.

13. When evaluating on indicator "the completeness level" data of reports of territorial authorities as of the last day of month of the accounting period are considered.

14. Assessment "the completeness level" is calculated by indicator proceeding from amount of vacancies by the end of the reporting period.

When calculating vacancies the vacancies formed as a result are also considered:

child care leave before achievement of age by it three years;

training according to state programs of preparation and retraining of government employees, based on the state order or in foreign higher educational institutions on the priority specialties approved by the Republican commission on training abroad.

15. Assessment by criterion 1 is calculated in percentage ratio of quantity of vacant positions from the number of staff as follows:

in the absence of vacancies and/or availability less than 3% of vacant positions – 5 points are given;

in the presence from 3% to 6% of vacant positions – 4 points are given;

in the presence of more than 6% of vacant positions – 3 points are given.

At the same time, if the position remained vacant 4 and more months, from assessment by this criterion is taken away on 0,5 of points for each vacant position.

16. In case of receipt of result of value with minus sign, to territorial authority on this indicator value 0 is put.

17. Calculation of assessment for indicator "staff turnover" is perfromed proceeding from the number of the dismissed, recalled employees in the accounting period:

in case of absence dismissed and/or dismissals no more than 1% of the actual number for the beginning of the accounting period – 5 points are given;

in case of dismissal from 1% to 3% of the actual number for the beginning of the accounting period – 4 points are given;

in case of dismissal from 3% to 5% of the actual number for the beginning of the accounting period – 3 points are given;

in case of dismissal from 5% to 7% of the actual number for the beginning of the accounting period – 2 points are given;

in case of dismissal over 7% of the actual number for the beginning of the accounting period – 0 points are given.

18. At the same time, when carrying out calculation the employees dismissed are not considered:

in connection with retirement;

in connection with reorganization or staff reduction;

due to illness, in connection with death;

in connection with appointment to political position;

in connection with appearance at work of the main worker (from child care leave, from leave without preserving wage payment in connection with training according to state programs of preparation and retraining of government employees, based on the state order or in foreign higher educational institutions on the priority specialties approved by the Republican commission on training abroad).

19. During the changing of the head of territorial authority and dismissal at own will more than 3% of the employees holding executive positions within the next 3 months of average score on indicators "the completeness level" and "staff turnover" is taken away 3 points.

20. In case of dismissal in the accounting period more than 50% from among the accepted young employees, from the average value calculated according to Item 17 of this Technique are taken away 1 point.

21. If the received result made value with minus sign, to territorial authority on this indicator value 0 is put.

3. Criterion "Effectiveness of assessment of activities and certification"

22. Assessment by criterion "Effectiveness of assessment of activities and certification" (further - the criterion 2) is carried out on the basis of results of carrying out annual assessment of activities and employee assessment of territorial authorities in the accounting period.

23. In calculation of assessment for this criterion the percentage ratio of number of employees on whom following the results of annual assessment of activities the decision on carrying out certification, from total quantity of the employees who passed assessment in the accounting period is made is considered.

24. Calculation of assessment is carried out as follows:

in case of absence in the accounting period of the employees directed to certification – 5 points are given;

in case of decision making about carrying out certification concerning no more than 1% of the number of the employees who passed assessment in the accounting period – 4 points are given;

in case of decision making about carrying out certification in the relation from 1% to 3% of the number of the employees who passed assessment in the accounting period – 3 points are given;

in case of decision making about carrying out certification in the relation from 3% to 5% of the number of the employees who passed assessment in the accounting period – 2 points are given;

in case of decision making about carrying out certification in the relation from 5% to 7% of the number of the employees who passed assessment in the accounting period – 1 point is given;

in case of decision making about carrying out certification concerning over 7% of the number of the employees who passed assessment in the accounting period – 0 points are given.

25. In case of adoption by certifying commission of the decision on repeated certification concerning more than 5% of employees from among undergoing certification in the accounting period, from assessment by criterion 2 1 point is taken away.

In case of adoption by certifying commission of the decision on discrepancy of post and the recommendation to demotion for more than 5% of employees from among undergoing certification in the accounting period, from assessment by criterion 2 2 points are taken away.

26. If the received result made value with minus sign, to territorial authority on this indicator value 0 is put.

27. When carrying out in the accounting period concerning employees of repeated certification its results in calculation of assessment are not used.

4. Criterion "Training of employees"

28. Assessment by criterion "Training of employees" is provided on the basis of information on the employees who are subject and had training, retraining and advanced training provided by territorial authorities.

29. In calculation of assessment for this criterion the percentage ratio of number of the employees who are subject to preparation, retraining, advanced training in the accounting period to number actually trained in the accounting period is considered.

30. Calculation of assessment is carried out as follows:

in case of training in the accounting period from 90% to 100% of the employees who are subject to training – 5 points are given;

in case of training in the accounting period from 80% to 90% of employees – 4 points are given;

in case of training in the accounting period from 70% to 80% of employees – 3 points are given;

in case of training in the accounting period from 60% to 70% of employees – 2 points are given.
