About enhancement of quality management system in the organizations of health care of the Kyrgyz Republic

Within implementation of the National program of reforming of health care Den-Sooluk, for the purpose of strengthening of the quality management system of medical services considering interests of the patient and determining responsibility of each participant of process of provision of medical services I order:

1. Approve enclosed:

1.1. Regulations on committee of quality of medical services at the level of the organizations of health care (Appendix 1).

1.2. Regulations on department of quality management of medical services at the level of the organizations of health care (Appendix 2).

1.3. Regulations on the Technical/working groups on quality management at the level of structural divisions (Appendix 3).

1.4. Regulations on clinical audit (Appendix 4).

1.5. The list of the medical records which are subject to obligatory examination (Appendix 5).

1.6. The organization of maintenance of the medical equipment / equipment and account resources in the organization of health care (Appendix 6).

1.7. The job description of the clinical medical expert of department of quality management in the organization of health care (Appendix 7).

1.8. Job description of the safety engineer (Appendix 8).

1.9. The job description of the doctor - the clinical pharmacologist (Appendix 9).

1.10. Job description of the specialist of the expert of infectious control (Appendix 10).

1.11. The dictionary of terms on quality management of medical services (Appendix 11).

1.12. To provide to heads of the organizations of health care implementation and implementation of this Order:

2.1. bring regulating documents OZ into accord with the provisions and instructions approved by this order;

2.2. provide Departments of quality management of medical services by specialists according to appendix 2 and their job descriptions (appendices 5-10);

2.3. ensure functioning of Committees of quality of medical services, Departments of quality management of medical services and the Technical/working groups on quality management at the level of structural divisions according to provisions of this order (appendices 1-11);

2.4. to make all expenses connected with implementation and implementation of this order within the provided consolidated budget of the organization.

2. To the head of department of KOMP (Arstankulov T. K.) and manager of OOZ (Maytiyevy B.C.) provide implementation of this Order.

3. Consider invalid the Order MZ KR "About approval of the Standard regulations on Committee on quality and safety of medical care in the organizations of health care" (No. 641 of 26.11.2012).

4. To impose control of execution of this order on deputy ministers of Murzaliyev A.Dzh. and Gorina O. V.

Appendix 1

to the Order of the Ministry of Health of the Kyrgyz Republic of August 4, 2015 No. 454

Regulations on Committee of quality of medical services at the level of OZ

1. Committee of quality of OZ - zasedatelny body which activities are carried out on a voluntary basis and it is directed to continuous improvement of quality of medical services.

2. The chairman of Committee of quality is the deputy manager of OZ on medical work.

3. The structure of Committee of quality is created of the most skilled employees of OZ competent of area of quality and safety of medical services (the financial manager, the manager. structural divisions, main m/s, specialists of IK, clinical pharmacologist / druggist / pharmacist, safety engineer, etc.). Also other initiative staff of OZ (ordinary doctors, m/s, junior staff) and specialists of other organizations can be part of Committee (TU of Federal Compulsory Health Insurance Fund, TsPZ and GSEN, the professional organizations, NPO, patients, etc. - in coordination).

4. Members of the committee of quality fulfill the duties on a voluntary basis. During accomplishment of the orders connected with derivation from the main activities, to members of the committee the salary on principle place of employment remains.

5. The main form of activities of Committee of quality are the meetings held at least 1 time a quarter. Committee meetings are drawn up by the protocol in standard form (appendix).

6. Members of the committee of quality have the right to initiate emergency meetings and to submit problematic issues for discussion.

7. The committee of quality considers and approves the annual plan for UK which brings Department of UK and is developed on the basis of Plans for UK at the level of departments.

8. After coordination with Committee of quality the plan affirms the order of the head of the organization then it is transferred to Department of UK for control of its execution.

9. The plan is the working document and can continuously be supplemented/change the decision of Committee of quality, taking into account the analysis of the course of its execution.

10. Committee of quality discussion of analysis results of incidence (including ISMP), actions for health protection of personnel has the right to initiate any forms of audit of structural divisions, to consider results of audits, economic claims from patients, and to develop recommendations about UK.

11. The committee has the right to invite to meetings and to hear the staff of OZ and other involved external specialists in the current problems of improvement of quality of medical services.

12. The committee of quality has the right to involve internal mentors and external curators according to knowledge and skills of medical specialists in the profile directions, problematic issues and positive experience.
