1. Approve the enclosed regulations of the state service "Issue of the Certificate of the Validity of Airfield (Helidrome)".

2. Declare invalid the subitem 6) of Item 1 of the order of the Minister of Transport and Communications of the Republic of Kazakhstan of April 9, 2014 No. 243 "About approval of regulations of the state services in field of activity of airfields (helidromes), foreign carriers, aviation training centers and aviation personnel, aviation safety and use of airspace" (registered in the Register of state registration of regulatory legal acts at No. 9463).

3. To committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan (Seydakhmetov B. K.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy in printing and electronic type on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican center of legal information for entering into reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 3 of this order.

4. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Issue of the Certificate of the Validity of Airfield (Helidrome)"

Chapter 1. General provisions

1. The state service "Issue of the Certificate of the Validity of Airfield (Helidrome)" (further - the state service) appears Committee of civil aviation of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan (further - the service provider).

2. Form of rendering the state service: electronic.

3) determination by the head of the structural unit of the executive in charge within two hours;

4) consideration by the contractor of the statement on completeness, or draws up the motivated answer about refusal in further review of the statement within two working days;

5) carrying out the analysis of subject and contents of the submitted documents within eight working days;

6) in case of compliance of the statement of uslugopoluchatel to requirements of the standard within five working days the commission on certified inspection is created (further - the Commission);

7) certified inspection of the statement of uslugopoluchatel and creation of the Act of certified inspection within ten working days;

8) the uslugopoluchatel develops the plan of corrective actions for elimination of the revealed discrepancies and represents to the service provider within seven working days;

9) in case of adoption of the positive decision the certificate prepares and goes to the signature to the head of the structural unit within two working days;

10) the head of the authorized person of the service provider within one working day signs the certificate and goes by means of the portal to "private office" of uslugopoluchatel, in electronic form, signed by the digital signature.

6. Result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedure (action):

1) acceptance and registration of the submitted documents of uslugopoluchatel necessary for rendering the state service, in office of the service provider and transfer to their head of the service provider (deputy manager);

2) the resolution of the head (deputy manager) for consideration of the application to responsible structural division;

3) check completeness or execution of the written motivated answer about refusal in further review of the statement;

4) the analysis of subject and contents of the submitted documents by the executive in charge;

5) positive or negative (joint) decision of the Commission;

6) issue of the certificate, or the motivated answer about refusal of issue of the certificate.
