agreed as follows:

Article 1

For negotiating with the Government of People's Republic of China on mutual reducing Armed Forces and enforcement of trust in military area around border of the State Parties of the Commonwealth of Independent States with China the Parties instead of government delegation of the former Union of the USSR create joint delegation of the Government of the Republic of Kazakhstan, the Government of the Republic Kyrgyzstan, the Government of the Russian Federation and the Government of the Republic of Tajikistan.

Article 2

The delegation specified in Article 1 of this agreement is created of agents of the parties, and also Interstate committee on protection of borders of the Commonwealth of Independent States. Article 3

The parties accept as basis for negotiations with the Chinese Side the Agreement between the Government of the USSR and the Government of the People's Republic of China on the Guidelines of mutual reducing Armed Forces and enforcement of trust in military area around the Soviet-Chinese border of April 24, 1990.

Article 4

Directives on negotiating are developed by delegation and in three-week time after their representation to the Parties affirm each of the Parties as the procedure established by it. Negotiations with the Chinese Side are held serially in Moscow and in Beijing, and if necessary - in Alma-Ata, Bishkek or Dushanbe.

Official and working languages of negotiations are the Russian and Chinese languages.

Article 5

Expenses on the organization of negotiations (payment for the room for negotiating, transport, hospitality and cultural events and other) are born by the Party in the territory of which there take place negotiations.

Expenses on journey to the place of negotiations of persons which are part of delegation and their stay, including in the territory of People's Republic of China, are born by each of sending parties.

When carrying out study and inspection tours of members of delegation of People's Republic of China and members of joint delegation of the Government of the Republic of Kazakhstan, the Government of the Republic Kyrgyzstan, the Government of the Russian Federation and the Government of the Republic of Tajikistan in military units and on military facilities in the territory of the mentioned states expenses are incurred by the Party in the territory of which there are military units and military facilities.

Article 6

This agreement becomes effective from the date of its signing. It can be changed or added by mutual consent of the Parties.

This agreement is made in Minsk on September 8, 1992 in the single copy in Russian. The authentic copy is checked to the Government of the Russian Federation which will send to the states which signed this agreement, its verified copy.
