proceeding from need of continuation of negotiations with the People's Republic of China on boundary questions,
agreed as follows:
For negotiating from the People's Republic of China on boundary questions Contracting Parties instead of Government delegation of the former USSR create delegation of the Governments of the Republic of Kazakhstan, the Republic Kyrgyzstan, the Russian Federation and the Republic of Tajikistan.
The delegation specified in Article 1 of this agreement is created of representatives of Contracting Parties, and also Committee on protection of frontier, the Main Command of the Joint Armed Forces of the CIS. The management of delegation is as agreed by the parties appointed and its structure - members, advisers, experts is determined.
The delegation management taking into account the agenda of each round of negotiations appoints on a parity basis the members of delegation participating in round involves the necessary number of advisers, experts from each of the Parties, and also technicians.
Directives on negotiating are developed by delegation taking into account the arrangements which are available with the People's Republic of China, and also the principles jointly developed and in a month after their representation affirm each of the Parties as the procedure established by it.
Negotiations with the Chinese Side are held serially in Moscow and in Beijing. If necessary and as agreed by the parties negotiations can be held also in Alma-Ata, Bishkek or Dushanbe.
Official and working languages of negotiations are the Russian and Chinese languages.
Contracting parties create single financial fund of delegation in rubles and foreign currency in case of equal equity of each of the Parties for preparation, the organization and negotiation. Each of the Parties after entry into force of this agreement transfers in a month the share into ruble and currency accounts of delegation in Vneshtorgbank of the Russian Federation. Expense budget of single financial fund of delegation, and also other specific questions will be agreed in addition between the Parties.
If any of the Parties has no opportunity in time to contribute the share in single financial fund of delegation, she delegates the right to other participants of this agreement to represent its interests at negotiations on the basis of the approved directives.
Each of the Parties has the right to leave this agreement if it decides that the exceptional circumstances relating to contents of this agreement threatened its highest interests. It notifies on such exit in two months of all participants of this agreement.
This agreement becomes effective in day of its signing.
This agreement is made in Minsk on September 8, 1992 in the single copy in Russian. The authentic copy is checked to the Government of the Russian Federation which will send to the states which signed this agreement, its verified copy.
