Chapter 1. General provisions

1.1. Documents for adoption by the Bank of Russia of the decision on entering of data on non-profit organization into the unified register of self-regulatory organizations in the sphere of the financial market, and also for entering of other data into the specified register are represented to the Bank of Russia (Department of the admission and termination of activities of the financial organizations (further - authorized structural division) on paper if other is not established by this Provision.

1.2. In the documents submitted to authorized structural division according to this Provision and containing more than one leaf, sheets shall be numbered, stitched and fastened the last leaf by zaveritelny text with indication of figures and the copy-book of number of the stitched sheets signed by her originator with indication of surname, name and middle name (in the presence), positions and dates of creation and putting down of seal (in the presence) of non-profit organization on zaveritelny text on the back.

In case of assurance of documents by person authorized by the head of non-profit organization the document confirming powers of such person in addition is submitted.

1.3. The copies of documents represented according to this Provision to authorized structural division shall be certified by person performing functions of sole executive body or other authorized person of non-profit organization with appendix of the document confirming it powers. The signature of person performing functions of sole executive body, or other authorized person of non-profit organization on the specified copies is certified by seal (in the presence).

1.4. The documents (their copy) submitted to authorized structural division by non-profit organization shall be valid and urgent for date of their representation.

1.5. The decision on introduction (about refusal in introduction) data on non-profit organization in the unified register of self-regulatory organizations in the sphere of the financial market is accepted by Committee of financial supervision.

Chapter 2. Procedure for submission of documents for adoption by the Bank of Russia of the decision on entering of data on non-profit organization into the unified register of self-regulatory organizations in the sphere of the financial market

2.1. The non-profit organization conforming to requirements of parts 1 and 4 of article 3 of the Federal Law No. 223-FZ if other is not provided by the specified Federal Law, and wishing to acquire the status of self-regulatory organization concerning one or several types of activity of the financial organizations submits in authorized structural division the application for entering of data on non-profit organization into the unified register of the self-regulatory organizations in the sphere of the financial market (appendix 1 to this Provision) with application of documents provided by part 7 of article 3 of the Federal Law No. 223-FZ.

2.2. The self-regulatory organization having the status of self-regulatory organization concerning one or several types of activity of the financial organizations and wishing to acquire the status of self-regulatory organization concerning other type (types) of activities of the financial organizations submits in authorized structural division the application for entering of data on non-profit organization into the unified register of the self-regulatory organizations in the sphere of the financial market with application of documents provided by Items 3, 8 and 9 parts 7 of article 3 of the Federal Law No. 223-FZ.

The documents provided in Items 1, 2 and 4 - 7 parts 7 of article 3 of the Federal Law No. 223-FZ are represented if they lost the relevance from the date of their previous submission to authorized structural division and (or) were provided not in full.

2.3. The list of members of non-profit organization (appendix 2 to this Provision) is certified by putting down of the sign manual by person performing functions of sole executive body of non-profit organization, non-profit organization under seal (in the presence) with indication of:

dates of creation of this list which shall correspond to the last working day preceding date of submission to authorized structural division of the statement provided in Item 2.1 or Item 2.2 of this provision;

total quantity of members of non-profit organization (on each type of activity provided by part 1 of article 3 of the Federal Law No. 223-FZ from among the data on non-profit organization specified in the statement for entering into the unified register of self-regulatory organizations in the sphere of the financial market);

positions, surname and initials of person performing functions of sole executive body of non-profit organization.
