1. Approve the enclosed Technique of observation of the change in price for the construction materials, details and designs acquired by the construction organizations.

2. According to the statistics to provide the Ministries of national economy of the Republic of Kazakhstan to management of statistics of the prices together with Legal management of Committee in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in periodic printing editions and information system of law of Ad_let;

3) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction in the Republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

4) placement of this order on Internet resources of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan.

3. To management of statistics of the prices of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan to bring this order to structural divisions and territorial authorities of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan for management and use in work.

4. To impose control of execution of this order on the vice-chairman of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan (Dzharkinbayeva Zh. A.).

Technique of observation of the change in price for the construction materials, details and designs acquired by the construction organizations

Chapter 1. General provisions

1. This Technique of observation of the change in price for the construction materials, details and designs acquired by the construction organizations (further - the Technique) belongs to the statistical methodology created according to international standards and approved according to the Law of the Republic of Kazakhstan of March 19, 2010 "About the state statistics" (further - the Law).

2. The technique determines the main aspects and methods of nation-wide statistical observation of the change in price for the construction materials, details and designs acquired by the construction organizations, selection of basic objects, materials representatives and registration of the prices of them.

Nation-wide statistical observation is organized for the purpose of receipt of information on the change in price for the construction materials, products and designs used by contract organizations in case of construction production. These registration of the prices are used for creation of the price index on installation and construction works which is element of structure of price index in construction.

3. This technique is applied by Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan (further - Bureau of national statistics) and its territorial subdivisions.

4. In this Technique concepts of the values determined in the Law and also the following determinations are used:

1) rotation - deliberate replacement of observed basic object by the similar, carrying-out similar work types of construction production;

2) registration of the prices - collection of primary statistical data about the prices (rates) for goods and services when carrying out nation-wide statistical observations;

3) basic object - the legal entity selected for observation and registration of the prices in it. The sample of basic objects shall meet the main requirements - representative representation in regional and industry cuts;

5. Nation-wide statistical observation of the change in price for construction materials, details and designs is performed on selective network of basic objects. Forming of sample of basic objects is performed by means of purposeful selection.

6. Population is constituted by the all-construction, specialized organizations relating according to OKED "Construction".
