About approval of the Concept of the state migration policy of the Republic of Tajikistan

1. Approve the Concept of the state migration policy of the Republic of Tajikistan it (is applied).

2. To the Ministry of Labour, migration of employment of the population of the Republic of Tajikistan to bring this Concept to the attention of the interested ministries and departments and till April 1, 1999 to provide to the Government of the republic specific proposals on its realization.

Concept of the state migration policy of the Republic of Tajikistan

I. General provisions

The modern democratic state is in Tajikistan at forming stage.

The civil war in Tajikistan, other internal armed conflicts, transition to new political and economic system, deterioration in social position of the population led to intensification of migratory processes.

Scales of migration and variety of migratory processes oblige to approach on new problem of demographic development of the country, to lift management of this process to the national level, to develop the state migration policy.

II. Principles of the state migration policy of the Republic of Tajikistan

The state migration policy of the Republic of Tajikistan is based on the following principles:

III. Purposes and tasks of the state migration policy of the Republic of Tajikistan

The purposes and tasks of migration policy are:

accession of the Republic of Tajikistan to international treaties in the sphere of migration;

accomplishment of the international obligations by the Republic of Tajikistan concerning migration;

ensuring protection of the rights and interests of migrants according to the international acknowledged precepts of law, the Constitution and the laws of the Republic of Tajikistan;

enhancement and development of the legislation regulating migratory processes;

enhancement of the state management system migratory processes and preparation of the corresponding personnel;

forecasting of migratory processes, development and implementation of the appropriate state and other programs in this area;

determination in accordance with the established procedure status of various categories of migrants;
