- considering that development in the field of agricultural industry will be mutually advantageous for both countries,

- wishing to strengthen cooperation between two countries in the field of agricultural industry,

- proceeding from intention to promote creation of high-productive agricultural industry,

- recognizing that such cooperation will promote further expansion of friendship, agreed as follows:

Article 1

The parties will promote development of cooperation in the field of agricultural industry, including crop production, livestock production, storage and conversion of agricultural products. At the same time special attention will be paid to the following directions and spheres of cooperation:

- expansion of implementation of technologies of cultivation of crops;

- in the field of protection and use of cross-border water currents;

- exchange of gene pool in milk, meat cattle breeding and sheep breeding;

- cooperation in the field of veterinary science;

- the organization and holding seminars and conferences, meetings in any of two countries;

- the tripartite cooperation (with the third donor countries or the international sponsoring organizations) on development is market the oriented forms and subregional projects on production, storage, conversion, delivery and marketing of agricultural products;

- encouragement of creation of joint businesses.

Article 2

For the purpose of implementation of the cooperation provided in Article 1 and ensuring necessary contacts the Joint commission consisting of 4 representatives from each Party will be formed.

The commission will gather at least once a year serially in Almaty and Bishkek in the terms which are in advance stipulated through diplomatic channels. The joint commission will prepare the working plan for the next period including general activity, the overview of the achieved results, measures for providing and determination of financial aspects of cooperation. The achieved results of cooperation for last period will be considered on each commission session and to be fixed in protocols of meetings.

Article 3

The parties for practical implementation of the directions stipulated in Article 1 of this agreement and spheres of cooperation will exchange specialists in these areas. The expenses connected with business trip of specialists, and also with their movement, accommodation and food within the country are paid by the sending party. The host party shall be informed by the sending party on arrival of these specialists a month before their arrival.

Article 4

The parties charge to the Ministry of Agriculture of the Republic of Kazakhstan and the Ministry of agricultural and water economy of the Kyrgyz Republic to perform coordination of works on implementation of this agreement.

Article 5

This agreement is effective within 5 years and will become effective from the moment of receipt by the Parties of the notification on accomplishment of the corresponding interstate procedures by them.

The solution of the matters of argument which arose in the course of implementation of provisions of this agreement, the Parties will perform by negotiations and consultations.

Article 6

By mutual consent of the Parties changes and additions can be made to this agreement.

If in six months prior to the termination of effective period of this agreement any of the Parties does not notify other Party on cancellation of the Agreement, then it is automatically prolonged for five years. In case of cancellation of this agreement, the activities begun earlier subject to its terms and conditions shall be complete.

It is made in Almaty on April 8, 1997, in duplicate, everyone in the Kazakh, Kyrgyz and Russian languages, and all texts are equally authoritative.

In case of disagreements in interpretation of texts of this agreement of the Party will be guided by the text in Russian.
