1. Approve the enclosed Rules of the organization of work of law-enforcement bodies on participation in nature protection actions.

2. To provide to committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in periodic printing editions and information system of law of Ad_let;

3) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction in the Republican state company on the right of economic maintaining "The Law database for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

4) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.

3. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan police major general Turgumbayev E. Z. and Committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan (Lepekh I. V.).

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the organization of work of law-enforcement bodies on participation in nature protection actions

1. General provisions

These rules according to subitem 28-1) of Item 16 of the Provision of the Ministry of Internal Affairs of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of June 22, 2005 No. 607, determine procedure for the organization of work of law-enforcement bodies on participation in nature protection actions.

The common directorship on the organization of work of law-enforcement bodies for participation in nature protection actions is assigned to the first heads of Departments of internal affairs of areas and on transport, the cities of Astana and Almaty, city and district law-enforcement bodies (further - DVD(T), GOROVD).

3. The organization of work on participation of divisions of nature protection police in nature protection actions is performed by the chief of local police service DVD of areas, cities of Astana and Almaty, city and district law-enforcement bodies.

2. The main objectives, functions and competence of law-enforcement bodies on participation in nature protection actions

Law-enforcement bodies within competence perform the following tasks and functions:

6. Implementation of tasks and functions on participation of law-enforcement bodies in nature protection actions is assigned to the staff of nature protection police of local police service, and also police officers of local police service to whom functions on this line are assigned.

7. Competence of law-enforcement bodies:

1) perform production on cases on the administrative offenses carried to competence of law-enforcement bodies;

2) is performed by disclosure and investigation of environmental criminal offenses;

3) perform operational search activities for environmental criminal offenses;

4) is performed by other powers provided by the laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

3. Organization of activities of divisions of nature protection police of local police service

8. Divisions of nature protection police carry out tasks in interaction with other services of law-enforcement bodies, with authorized state bodies, other law enforcement agencies of the Republic of Kazakhstan.

9. Positions of the commanding structure of divisions of nature protection police of law-enforcement bodies are replaced according to the qualification requirements approved by the Order of the Minister of Internal Affairs of the Republic of Kazakhstan of May 5, 2015 No. 432 "About approval of qualification requirements to categories of positions of law-enforcement bodies of the Republic of Kazakhstan" (No. registered in the Register of state registration of regulatory legal acts 11357).
