1. Approve the enclosed Rules of placement of information on the Internet portal of open budgets.

2. To committee of communication, informatization and information of the Ministry for Investments and Development of the Republic of Kazakhstan (Kazangap T. B.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in printing and electronic type on official publication in periodic printing editions and information system of law of Ad_let within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan, and also in the Republican center of legal information within ten calendar days from the date of receipt of the registered order for inclusion in reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of placement of information on the Internet portal of open budgets

1. General provisions

1. These rules of placement of information on the Internet portal of open budgets (further - Rules) determine procedure for placement by state bodies on the Internet portal of open budgets of budget reports, consolidated financial statements, results of the state audit and financial control, and also placement of drafts of the budget programs and reports on implementation of the budget programs for the expired financial year for public discussion.

2. In these rules as the automated workplace of the Internet portal of open budgets (further - the Portal) it is understood provided by the operator of information and communication infrastructure of "the electronic government" (further - the operator) the appendix intended for management of settings and content which is placed on the Internet portal of open budgets.

3. All other concepts and reducings used in these rules are used in that value in which they are specified in the Budget code of the Republic of Kazakhstan of December 4, 2008 (further – the Code), the laws of the Republic of Kazakhstan of November 2, 2015 "About public councils", of November 12, 2015 "About the state audit and financial control", of November 16, 2015 "About information access", of November 24, 2015 "About informatization".

2. Procedure for placement of information on the Internet portal of open budgets

The central authorized body on budget implementation places on the Portal the budget reports specified in the second, third paragraphs of the subitem 3), the second paragraph of the subitem 4) (regarding the annual statement about execution of the republican budget for the corresponding financial year) Item 1 of article 124 of the Code.

Administrators of republican budget programs place on the Portal the consolidated financial statements specified in article 118 of the Code no later than May 1 of the year following reporting.

Administrators of the budget programs place the budget reports specified in the seventh, eighth paragraphs of the subitem 2) of Item 1 of article 124 of the Code on the Portal.

The budget reports are placed on the Portal within fifteen working days after terms of its forming.

The annual statement about execution of the republican budget for accounting financial year is placed on the Portal after month after its approval.

Budget reports and consolidated financial statements are placed on the Portal in the Kazakh and Russian languages.

Administrators of the budget programs place on the Portal information according to article 67-1 of the Code.

5. Administrators of the budget programs place on the Portal information on results of the state audit and financial control within fifteen working days after their obtaining from bodies of the state audit and financial control.

6. Administrators of the budget programs place budget reports, consolidated financial statements, drafts of the budget programs and reports on implementation of the budget programs for the expired financial year through the automated workplaces provided by the operator.

The central authorized body on budget implementation places or transfers to the operator for further placement on the portal budget reports by means of information systems of the central authorized body on budget implementation.

Administrators of the budget programs determine structural divisions and the employees performing placement (transfer) of information on the Portal through information systems and work with the automated workplace.
