1. Approve the enclosed Rules of registration and connection of directory number of the subscriber presented by the cellular operator to accounting record of the web portal of "the electronic government" for receipt of the state and other services electronically by means of the subscriber structure of cellular communication.

2. To committee of communication, informatization and information of the Ministry for Investments and Development of the Republic of Kazakhstan (Kazangap T. B.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in printing and electronic form on official publication in periodic printing editions and information system of law of Ad_let within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan, and also in the Republican center of legal information within ten calendar days from the date of receipt of the registered order for inclusion in reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 3 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of registration and connection of directory number of the subscriber presented by the cellular operator to accounting record of the web portal of "the electronic government" for receipt of the state and other services electronically by means of the subscriber structure of cellular communication

Chapter 1. General provisions

1. These rules of registration and connection of directory number of the subscriber presented by the cellular operator to accounting record of the web portal of "the electronic government" electronically by means of the subscriber structure of cellular communication (further - Rules) are developed for receipt of the state and other services according to the subitem 60) of article 7 of the Law of the Republic of Kazakhstan "About informatization", the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" and determine registration procedure and connections of directory number of the subscriber to accounting record of the web portal of "the electronic government" for receipt of the state and other services electronically by means of the subscriber structure of cellular communication.

2. In these rules the following basic concepts and reducings are applied:

1) directory number - number provided in use to the subscriber in case of the conclusion of the agreement by means of which connection with other subscriber equipment and allowing to identify the subscriber in network is established;

2) objects of informatization - electronic information resources, the software, Internet resource and information and communication infrastructure;

3) biometric authentication - package of measures, identifying the personality based on physiological and biological invariable signs;

4) the one-time password - the password valid only for one session of authentication of subjects of receipt of services electronically;

5) the subscriber structure of cellular communication - the means of communication of individual use creating signals of electric communication for transfer or acceptance of information set by the subscriber and connected to network of the cellular operator, not having the permanent geographically determined location within the serviced territory, working on the cellular transmission networks;

6) the web portal of "the electronic government" (further - the portal) - the information system representing single window of access to all consolidated government information including the regulatory legal base, and to the state services, services in issue of specifications on connection to the networks of subjects of natural monopolies and services of subjects of the quasi-public sector rendered electronically;

7) accounting record of the user on the portal (further - accounting record of the user) - the set of electronic information resources about the user which is kept on the portal necessary for identification (authentication) of the user and provision of access to its personal data and settings in the user's office on the portal;

8) mobile application of "the electronic government" - the software product installed and started on the subscriber structure of cellular communication and providing access to the state services and other services rendered electronically by means of cellular communication and the Internet;

9) service of digital documents - the object of information and communication infrastructure of "the electronic government" assigned to the operator and intended for display and use of the documents in electronic form created based on data from objects of informatization.

3. Action of these rules extend for the subscribers belonging to physical persons.
