1. Approve the enclosed rules of cancellation of occupations in the organizations of secondary education, and also the organizations of education realizing educational programs of technical and professional education under adverse weather meteoconditions.

2. To department of preschool and secondary education, information technologies (Zhontayeva Zh. A.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and the Information system of law of Ad_let, and also in the Republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on official Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Education and Science of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Education and Science of the Republic of Kazakhstan Imangaliyev E. N.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of cancellation of occupations in the organizations of secondary education, and also the organizations of education realizing educational programs of technical and professional education under adverse weather meteoconditions

1. General provisions

1. Rules of cancellation of occupations in the organizations of secondary education, and also the organizations of education realizing educational programs of technical and professional education under adverse weather meteoconditions (further – Rules) are developed according to subitem 14-2) of article 5 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education".

2. These rules are directed to protection of life and health of students, and also to regulation of organization activity of secondary education, the organizations of education realizing educational programs of technical and professional education (further - the Organizations of education) in case of cancellation of occupations during adverse weather meteoconditions.

3. Regional, the cities of Astana and Almaty of department of education, district (city) departments of education annually claim:

1) recommended indicators of adverse weather meteoconditions in case of which classes in the organizations of education, according to geographical, climatic conditions of the region, and also taking into account the age features studying in coordination with the territorial interested state bodies are cancelled;

2) system of the timely notification of parents and students about cancellation of occupations in connection with adverse weather meteoconditions, taking into account local features, specifying of responsible persons, forms and methods of the timely notification of parents and students.

Information on the announcement of cancellation of occupations under adverse weather meteoconditions is provided for the population by state bodies of management of education:

1) in the form of running line on television;

2) through broadcasting on radio;

3) on the websites of akimats, managements and departments of education;

4) by phone 169 (paid help).

The notification about cancellation of occupations is made:

from 6:45 till 8:00 o'clock – for first shift, from 11:15 till 13:00 o'clock - for the second and third shift.

4. State bodies of management of education on daily basis carry out monitoring of cancellation of occupations in the subordinated organizations of education under adverse weather meteoconditions.

5. Cancellation of occupations in the organizations of education is carried out based on the approved recommended indicators of adverse weather meteoconditions for the announcement of cancellation of occupations and drawn up by the order of the head of the organization of education, or person, it replacing and is brought to the attention of the relevant state body of management of education from 6:00 till 7:00 o'clock for first shift, from 10:30 till 12 o'clock for the second and third changes.

In the order on cancellation of studies are specified:

1) classes, groups in which classes are cancelled;

2) working hours of the organization of education;

3) the responsible persons from among administration of the organization of education exercising control of acquaintance of all participants of teaching and educational process with this order;

4) the responsible persons from among teachers performing acceptance and safe sending students home.

The order on cancellation of occupations is subject to placement on the official site and at information stands of the organization of education right after its approval.

In the residential organizations of education cancellation of occupations under adverse weather meteoconditions is carried out taking into account conditions for accommodation of students.

2. The organization of educational process in days of cancellation of occupations

In days of cancellation of occupations organization activity of education is performed according to the approved operating mode, activities of pedagogical workers – according to the established academic load, the schedule of studies, other workers – the mode of working hours, the schedule of working in shifts.

7. If classes are cancelled more than 5 days in a row under adverse weather meteoconditions, it is necessary to introduce amendments in the annual calendar and thematic plan of the organization of education in coordination with the founder, taking into account integration of content of the subjects, reserve hours and hours allotted on repeating.

8. To inadmissibly compensate the missed school hours at the expense of vacation or increase in maximum permissible academic load.
