Federal regulations and rules of use of atomic energy of "The rule of control of the main metal, welded connections and the built-up surfaces in case of operation of the equipment, pipelines and other elements of nuclear power plants" (NP-084-15)

I. Appointment and scope

1. These federal regulations and rules of use of atomic energy of "The rule of control of the main metal, welded connections and the built-up surfaces in case of operation of the equipment, pipelines and other elements of nuclear power plants" (further - Rules) are developed according to the Federal Law of November 21, 1995 No. 170-FZ "About use of atomic energy" (The Russian Federation Code, 1995, No. 48, Art. 4552; 1997, No. 7, Art. 808; 2001, No. 29, Art. 2949; 2002, No. 1, Art. 2; No. 13, Art. 1180; 2003, No. 46, Art. 4436; 2004, No. 35, Art. 3607; 2006, No. 52, Art. 5498; 2007, No. 7, Art. 834; No. 49, Art. 6079; 2008, No. 29, Art. 3418; No. 30, Art. 3616; 2009, No. 1, Art. 17; No. 52, Art. 6450; 2011, No. 29, Art. 4281; No. 30, Art. 4590, Art. 4596; No. 45, Art. 6333; No. 48, Art. 6732; No. 49, Art. 7025; 2012, No. 26, Art. 3446; 2013, No. 27, the Art. 3451), the order of the Government of the Russian Federation of December 1, 1997 No. 1511 "About approval of the Regulations on development and approval of federal regulations and rules of use of atomic energy" (The Russian Federation Code, 1997, No. 49, Art. 5600; 1999, No. 27, Art. 3380; 2000, No. 28, Art. 2981; 2002, No. 4, Art. 325; No. 44, Art. 4392; 2003, No. 40, Art. 3899; 2005, No. 23, Art. 2278; 2006, No. 50, Art. 5346; 2007, No. 14, Art. 1692; No. 46, Art. 5583; 2008, No. 15, Art. 1549; 2012, No. 51, Art. 7203).

2. These rules establish requirements to control of condition of the main metal, welded connections and the built-up surfaces (further - metal) the equipment, pipelines and other elements of nuclear power plants. In these rules other AS element is understood as the equipment (including its components) and pipelines to which action of the federal regulations and rules of use of atomic energy establishing requirements to the device and safe operation of the equipment and pipelines of atomic power stations does not extend (further - Rules for the Construction and Safe Operation).

The used reducings are given in appendix No. 1, the used terms and determinations are given in appendix No. 2 to these rules.

3. These rules establish procedure for carrying out by the operating organization of assessment of conformity of metal of the equipment, pipelines and other AS elements in the form of control.

4. In case of operation control of condition of metal shall be carried out:

a) the equipment and pipelines working under excessive or vakuummetrichesky pressure to which action of Rules for the Construction and Safe Operation extends;

b) the equipment and pipelines (and also the body of turbines, armature, filters and pumps) <1>, working under excessive or vakuummetrichesky pressure and carried to elements of the third class of safety to which action of Rules for the Construction and Safe Operation does not extend.

c) support and suspension brackets, fasteners of the equipment and pipelines specified in subitems "an" and "b" <1> of this Item;

d) intra case devices of reactors <1> of the VVER type (the mine, the block of protective pipes, shield - for RU VVER-1000; mines, the bottoms of the mine, the block of protective pipes, baskets pull-out - for RU VVER-440);

e) metalwork of reactors <1> of the RBMK and EGP type;

e) metalwork of cooling ponds, pools of overload and storage of spent nuclear fuel <1>.

5. Rules do not extend to control of condition of metal:

a) condensers of turbines, gate-type armature of intermediate overheat, perepuskny pipelines within the turbine and pipelines of selection of vapor from the turbine to the locking device (in the presence of the locking device on the pipeline), and also elements and nodes of hydraulic system of regulation of the turbine plant;

b) ventilating installations;

c) building constructions;

d) metalwork of reloading and obmyvochny boxes with the equipment which is in them (except the traffic jams pressurizing reloading channels of the reactor) reactors with the zhidkometallichesky heat carrier;

e) the fuel elements and assemblies, cores of management system and protection and other designs in the body of reactors, technology and other channels containing sharing, the absorbing or slowing down materials;

e) the fuel elements and assemblies, cores of management system and protection and other designs which are in cooling ponds and overload, storages of spent nuclear fuel containing sharing, the absorbing or slowing down materials;

g) the pipes and devices which are built in in the equipment which destruction does not lead to exit of working environment out of limits of this equipment or to leakage through the elements dividing different circles;

h) the mechanical and electric devices located in the equipment and pipelines (mechanisms of reloading devices, executive bodies of management system and protection);

i) the metalwork located in the equipment and not loaded in the project modes with heat carrier pressure except the item 4 of these rules specified in the subitem "g");

j) sealing laying.

6. Rules are obligatory for all legal entities and physical persons performing designing, designing, operation, and also the nondestructive and destroying control of metal of the equipment, pipelines and other AS elements, and also development of means and techniques of control of metal.

7. Requirements of these rules shall be observed in case of control of metal of the equipment, pipelines and other elements of research nuclear installations on condition of inclusion of such requirements in project or design documentation.

II. General provisions

8. The purpose of control of condition of metal of the equipment, pipelines and other AS elements is:

a) identification and fixing of nesploshnost of metal;

b) identification and fixing of changes of the geometrical sizes;

c) identification and fixing of changes of mechanical characteristics and structure of metal;

d) detection of leakage of the equipment and pipelines;

e) assessment of conformity of condition of metal to the established requirements.

9. Results of control shall be used for periodic assessment of safety of AS, work planning on maintenance and repair, determination of residual service life, pipelines and other AS elements.

10. Control of condition of metal shall be carried out by the nondestructive and destroying methods.

11. Control of condition of metal is subdivided on preoperational, operational (periodic) and extraordinary.

12. Carrying out preoperational and operational control of condition of metal is regulated by the standard programs of preoperational and operational control developed for each AS type. Preoperational nondestructive control of condition of metal shall be carried out according to working programs of preoperational nondestructive control. Operational control of condition of metal shall be carried out according to working programs of the nondestructive and destroying operational control.

The operating organization shall bring into accord with requirements of these rules standard and working programs of control within 3 years from the moment of commissioning of these rules.

13. Before accomplishment of preoperational and operational nondestructive control of metal of the equipment, pipelines and other AS elements by the operating organization the procedure of drawing, maintenance or recovery of constant of the marking which is not deleted during all useful life on objects of control or other system providing objective comparison of results of the carried-out and subsequent control shall be developed and implemented.

Preoperational control

14. Preoperational control of condition of metal of the equipment and pipelines and other AS elements shall be carried out for fixing of condition of metal after completion of works, RU preceding physical start-up.

15. Results of preoperational control are basic data for comparison with results of control of condition of metal in case of operation.

16. The amount of preoperational nondestructive control shall be at least an amount of operational nondestructive control.

17. Working programs of preoperational nondestructive control shall be developed by the operating organization for each AS block according to standard programs of preoperational control.

18. Preoperational control shall be carried out in two steps.

Control at the first stage shall be carried out to the organizations manufacturers or on AS. Control at the second stage shall be carried out on the mounted equipment, pipelines and other AS elements.

19. At the first stage of preoperational control shall be executed:

a) the analysis of documentation for confirmation of fulfillment of requirements to quality of the main metal, factory welded connections and the built-up surfaces of the equipment, details and assembly units of pipelines and other AS elements;

b) control of condition of metal of the equipment, details and assembly units of pipelines and other AS elements prior to carrying out installation works in case of incompleteness of information on the subitem "an" of this Item;

c) check of observance of requirements to control of condition of metal in case of installation accomplishment;

d) control and assessment of condition of the welded connections and the built-up surfaces which are carried out in case of installation on the regulations used in case of production.

20. The operating organization as results of preoperational control is allowed to accept results of the nondestructive and destroying control, executed by the organization manufacturer and (or) the mounting organization, at the same time copies of reporting documents with results of the control executed by the organization manufacturer and (or) the mounting organization shall be transferred to the operating organization. The list of assignable documents by results of control shall be determined by the operating organization and the organization manufacturer and (or) the mounting organization.

21. At the second stage of preoperational control control of condition of metal of the equipment, pipelines and other AS elements shall be executed during the period from completion of the first stage of preoperational control before physical start-up of RU.

22. Preoperational control at the second stage shall be carried out with use of techniques and control facilities which will be applied in case of the subsequent operational control on the regulations established by these rules.

23. Carrying out preoperational control of condition of metal by other techniques of control with use of the control facilities provided for carrying out operational control is allowed provided that such techniques and control facilities meet requirements of Chapter V of these rules.

24. Preoperational control of condition of metal of the equipment, pipelines and other AS elements, access to which after accomplishment of mounting transactions is limited or impossible, shall be executed before completion of installation or in its process.

25. Readiness of the equipment, pipelines and other AS elements for operation shall be determined taking into account results of preoperational control.

Operational control

26. Working programs of the nondestructive and destroying operational control shall be developed by the operating organization for each AS block according to standard programs of operational control.

27. Results of the current operational control of condition of metal of the equipment, pipelines and other AS elements shall be compared to results of the previous control in use.

28. Results of operational control shall be considered for assessment of possibility of further operation of the equipment, pipelines and other AS elements before the following next (planned) control.

29. The operational destroying control shall be carried out according to programs of control:

a) mechanical properties of metal by means of cutting of samples of metal from the equipment, pipelines and other AS elements;

b) corrosion resistance of metalwork, the equipment and the AS pipelines with reactors of channel type on indicator samples;

c) changes of properties of metal of technology channels on samples witnesses;

d) changes of properties of metal on the samples witnesses in use developed based on programs of control of radiation embrittlement and temperature aging of metal of the body of VVER reactors and neutron reflectors of BN reactors.

30. Programs of control shall be approved by developer of the RU project, the parent materials research organization and are approved by the operating organization.

31. Requirements to control of radiation embrittlement and temperature aging of metal are given in appendix No. 3 to these rules.

Extraordinary control

32. Extraordinary control of condition of metal of the equipment, pipelines and other AS elements shall be carried out:

a) after dynamic impacts of technogenic or natural origin which intensity corresponds to project values or exceeds them;

b) in case of violation of conditions and limits of safe operation, the equipment, pipelines and other AS elements, and also in case of equipment failures.

33. Extraordinary control shall be carried out on developed by the operating organization to the program in which shall be installed the list of the equipment, pipelines and other AS elements, amounts and control methods.

Control methods

34. In case of accomplishment of preoperational and operational control it is carried out:

a) visual survey, for the purpose of receipt of information on general condition of the equipment, pipelines and other AS elements (including their support, suspension brackets and fixing connections), and also for detection of forming and movements over the established borders, corrosion or mechanical damages, leakages or traces of leakages. Visual inspection shall be performed according to schedules of survey of the equipment, pipelines and other AS elements in use irrespective of the amounts of control provided by standard programs of control. If by results of visual survey changes of condition of metal of the equipment, pipelines and other AS elements in the zones which are not provided by standard programs of control are found, then control of these zones shall be included in working programs of control;

b) control of condition of surface for the purpose of identification of superficial nesploshnost and variations from the geometrical sizes;

c) control of metal for the purpose of identification of subsurface nesploshnost and variations from the geometrical sizes (control on wall thickness);

d) determination of mechanical properties of metal;

e) determination of the chemical composition of metal.

35. In case of accomplishment of control of condition of surface of the equipment, pipelines and other AS elements are applied:

a) visual and measuring inspection (television), control of the geometrical sizes of the equipment, pipelines and other AS elements, including control using mirrors, periscopes and other optical means;

b) capillary control;

c) magnetic powder control;

d) ultrasonic control;

e) vortex-current control;

e) metalgraphical control.

36. In case of accomplishment of control of metal on thickness of wall of the equipment, pipelines and other AS elements are applied:

a) ultrasonic control, including ultrasonic control of thickness;

b) radio graphical control;

c) vortex-current control;

d) akustiko-issued control;

e) hermeticity control;

e) metalgraphical control.

37. Ultrasonic control of condition of metal shall is carried out using means and techniques of control providing assessment of the equivalent area, conditional extent and residual thickness on change of amplitude and (or) temporary parameters of signal and (or) assessment in geometrical parameters of nesploshnost (height and extent) and residual thickness.

38. If control indicators in case of assessment on the equivalent area and (or) conditional extent exceed admissible, it is necessary to make the decision on repair or to pass to assessment of geometrical parameters of nesploshnost.

39. The quality evaluation regulations which are not given in these rules in geometrical parameters of nesploshnost can be developed and be applied according to the procedure established in Chapter XII of these rules.

40. Ultrasonic and vortex-current control shall be carried out by the automated control facilities with automatic fixing of results of control. In control zones where on design features it is technically impossible or economically inexpedient to carry out the automated metal control, manual control shall be carried out.

41. In case of control of properties of metal are carried out by the destroying methods:

a) mechanical testing;

b) metalgraphical researches;

c) corrosion testing and testing for resistance to intercrystalline corrosion (for metal of austenitic class);

d) determination of content of ferritic phase (for welded connections and naplavka of austenitic class);

e) determination of the chemical composition.

42. The following methods are applied to determination of the chemical composition:

a) atomic and issued;

b) X-ray fluorescent;

c) analytical chemistry.
