agreed as follows:

Article 1

The parties recognize in the territory of the states the documents of the state sample on award of academic degrees and assignment of academic statuses issued by the relevant certification organs of the state of other Party, by recertification of owners of these documents according to the procedure, established by the legislation of each of the states of the Parties.

Article 2

Authorized bodies on implementation of provisions of this agreement from name: The governments of the Republic of Kazakhstan the Ministry of Education and Science of the Republic of Kazakhstan will be,

Article 3

Article 4

Authorized bodies of the states of the Parties develop cooperation in the field of certification scientific and research and educational personnel of the top skills by means of:

creations of equal conditions for carrying out protection of theses by job seekers citizens of the state of one Party, in councils on protection of theses of other Party, timely mutual informing on changes and the state systems of certification scientific and research and educational personnel of the top skills of the states Parties, exchange of the corresponding regulatory legal acts and other materials concerning certification of this personnel;

holding joint actions for experience exchange of process control of certification scientific and the research and educational personnel of the top skills directed to its enhancement.

Article 5

For improvement of quality of examination of dissertation works authorized bodies of the states of the Parties help:

to participation of the leading scientists and specialists in work of councils on protection of theses of the state of other Party, and also as opponents in case of protection of theses; to conducting additional examination of the dissertations defended in councils of one Party, in councils on protection of theses of other Party.

Article 6

Participation in this agreement does not limit the rights of the Parties to use of other forms of cooperation in the field of certification scientific and research and educational personnel of the top skills.

Article 7

Diplomas of the candidate of science and doctor of science, and also the certificates of the associate professor and professor issued in the states participants of this agreement are recognized competent authorities of the states of the Parties by recertification on the mechanism developed on the basis of bilateral agreements.

Article 8

For the purpose of implementation of provisions of this agreement of the Party can sign supplementary agreements and protocols.

Article 9

By mutual consent of the Parties changes and additions which are drawn up by the Protocols which are its integral part can be made to this agreement and become effective according to the procedure provided in Article 11 of this agreement.

Article 10

The matters of argument connected using or interpretation of provisions of this agreement, are permitted by consultations and negotiations.

Article 11

This agreement becomes effective from the date of receipt of the last written notice of execution of the interstate procedures by the Parties necessary for its entry into force.

This agreement will be effective within five years and the term of its action will be prolonged automatically for the subsequent five-year periods until any of the Parties declares the intention to terminate this agreement by the written notice no later than six months before the expiration of the corresponding period of its action.
