About approval of the Regulations on cool management in the organizations of secondary education

1. Approve the enclosed Regulations on cool management in the organizations of secondary education.

2. To department of preschool and secondary education, information technologies (Zhontayeva Zh. A.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan its direction on official publication in periodic printing editions and in information system of law of Ad_let, and also in the Republican state company on the right of economic introduction "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Education and Science of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-Minister of Education and Science of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after its first official publication.

Regulations on cool management in the organizations of secondary education

Chapter 1. General provisions

1. This Regulations on cool management in the organizations of secondary education (further - the Provision) are developed according to the subitem 34) of article 5 of the Law of the Republic of Kazakhstan "About education".

2. The provision determines the functions of the class teacher assigned to the teacher (further – the class teacher), by coordination of activities of students of class within teaching and educational process.

3. The class teacher performs the activities according to the Constitution of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan "About education", "About the child's rights in the Republic of Kazakhstan", "About the status of the teacher", others legislative and regulatory legal acts of the Republic of Kazakhstan in the field of education.

4. Activities of the class teacher – the purposeful, system, planned process which is based on the basis of articles of organization of education, the personal oriented approach to students taking into account urgent tasks, updating of content and methodology of education, and also education forms.

5. The class teacher has the corresponding knowledge and skills of the organization of educational work, and also high moral, business qualities of the organizer, motivates students, supports and develops their aspiration to high human ideals.

The class teacher is appointed by the order of the head of the organization of education.

6. Planning and control of work of the class teacher (director) are exercised by the deputy director for educational work of the organization of secondary education.

Chapter 2. Purpose and tasks of activities of the class teacher

7. The purpose of activities of the class teacher – stimulation of all-round development of children, creation of condition for forming and formation of persons of students, interaction with parents for their involvement in training process and education.

8. Tasks of activities of the class teacher:

1) motivation to healthy lifestyle;

2) education of civic consciousness and patriotism, love for the country, careful attitude to the nature;

3) strengthening of the family relations, education of respect for adults;

4) creation of the friendly circle, mutual understanding in cool collective;

5) instilling in pupils of responsibility for others, abilities to work in team;

6) knowledge of conditions of accommodation of children in family;

7) holding PTA meetings (pedagogical consultations, trainings, conversations, consultations for parents (other legal representatives));

8) interaction with parents (other legal representatives) concerning educational achievements of students and to observance of regulations;

9) carrying out once in week of class hours;

10) informing head (director) organization of education on condition of educational work with class.

Chapter 3. Functions of the class teacher

9. Functions of the class teacher:

1) the organizational coordinating functions:

interaction implementation "school-student-parent";

maintaining documentation approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of April 6, 2020 No. 130 "About approval of the List of the documents obligatory for maintaining by teachers of the organizations of secondary, technical and professional, postsecondary education, and their form" (it is registered in the Register of state registration of regulatory legal acts at No. 20317).

2) Analytical functions:

studying of specific features of the student;

implementation of the analysis of condition of progress and dynamics of common development of students of class.

3) Communicative functions:

regulation of the interpersonal relations between students;

assistance to general favorable psychological climate in cool collective;

assistance to students in forming of communicative qualities;

assistance to cooperation between teachers, pupils and parents (other legal representatives).

4) Control functions:

control of progress, attendance of occupations, appearance, emotional psychological state of students of class.

10. According to functions the class teacher chooses forms of work with students:

1) individual (conversations, consultations, joint search of the problem resolution and others);

2) group (creative associations, self-government institutions and others);

3) collective (tenders, performances, concerts, campaigns, meetings, competitions and others).
