of December 31, 2015 No. 26

About some questions of efficiency evaluation of personnel management

In pursuance of Item 45 of System of annual efficiency evaluation of activities of the central state and local executive bodies of areas, the city of republican value, the capital approved by the Presidential decree of the Republic of Kazakhstan of March 19, 2010 No. 954, I ORDER:

1. Approve enclosed:

1) personnel management efficiency evaluation Technique, according to appendix 1 to this order;

2) the Technique of efficiency evaluation of personnel management of National Bank of the Republic of Kazakhstan, according to appendix 2 to this order.

2. Recognize invalid:

1) the order of the Chairman of the Agency of the Republic of Kazakhstan for public service and to anti-corruption of November 10, 2014 No. 23 "About approval of the Technique of efficiency evaluation of personnel management and the Technique of efficiency evaluation of personnel management of National Bank of the Republic of Kazakhstan" (registered in the Register of state registration of regulatory legal acts for No. 9953, published in information system of law of Ad_let of April 2, 2015);

2) Item 1 of the List of orders of the Chairman of the Agency of the Republic of Kazakhstan for public service and to anti-corruption to which changes are made, approved by the order of the Chairman of the Agency of the Republic of Kazakhstan for public service and to anti-corruption of October 8, 2015 No. 297 "About introduction of amendments to some orders of the Chairman of the Agency of the Republic of Kazakhstan for public service and to anti-corruption" (registered in the Register of state registration of regulatory legal acts for No. 12189, published in information system of law of Ad_let of November 9, 2015).

3. To provide to department of forming of the state apparatus of the Ministry of cases of public service of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) official publication according to the procedure, established by the legislation of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction in the Republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan.

4. To impose control of execution of this order on the deputy minister for public service of the Republic of Kazakhstan supervising questions of public service.

5. This order becomes effective from the date of its first official publication.

Personnel management efficiency evaluation technique

1. General provisions

1. This Technique of efficiency evaluation of personnel management (further – the Technique) is developed for the purpose of realization of System of annual assessment of activities of the central state and local executive bodies of areas, the city of republican value, the capital approved by the Presidential decree of the Republic of Kazakhstan of March 19, 2010 No. 954 (further – System).

2. The technique is intended for determination of efficiency of measures for personnel management in the central state and local executive bodies of areas, the cities of republican value, the capital.

3. The efficiency evaluation of personnel management is performed by the Ministry of cases of public service of the Republic of Kazakhstan (further – the Ministry).

Objects of efficiency evaluation of personnel management are the central state bodies and their departments, territorial subdivisions of the central state bodies and their departments in areas, the cities of Astana and Almaty, except for district divisions, and also local executive bodies of areas, cities of Astana and Almaty.

The personnel management efficiency evaluation concerning the Ministry is performed by Prime minister's department of the Republic of Kazakhstan (further – Prime minister's department).

4. For evaluating effective management of personnel in the Ministry the working group which is subgroup of Commission of experts on annual efficiency evaluation of activities of the central state and local executive bodies of areas, the cities of republican value, the capital is created (further – the Working group). The structure of the Working group affirms the order of the Minister.

5. The efficiency evaluation of personnel management is performed annually following the results of accounting (calendar) year according to the Schedule approved by Presidential Administration (further – the Schedule).

6. Information for evaluating effective management of personnel is provided in the Ministry according to the Schedule by the central state bodies, offices of akims of areas, cities of Astana and Almaty on paper and electronic media.

7. The conclusion about results of efficiency evaluation of personnel management prepares the Ministry of form according to Appendix 1 to this Technique.

The conclusions about results of efficiency evaluation of personnel management in the central state and local executive bodies of areas, the cities of republican value, the capital are represented to authorized body on state planning and the estimated state bodies.

The conclusion about results of efficiency evaluation of personnel management in the Ministry prepared by Prime minister's department is submitted in authorized body on state planning.

8. Points are given by criteria and indicators for personnel management efficiency evaluation according to Appendix 2 to this Technique.

9. The efficiency evaluation of personnel management is performed on analysis results of information of state bodies provided in the Ministry according to appendices 3-8 to this Technique, poll of government employees.

10. Information sources for evaluating effective management of personnel are:

1) statistical data of state bodies and data of the automated electronic gating system;

2) results of the inspections which are carried out by authorized state bodies in the directions, the corresponding criteria of the Technique;

3) survey results of government employees;

4) information of Committee on legal statistics and special accounting of the Prosecutor General's Office of the Republic of Kazakhstan.

11. According to System Item 51, the Ministry reverification of the data containing in reporting information of the estimated state bodies is performed.

12. The efficiency evaluation of personnel management is performed by the following criteria:

1) efficiency of use of human resources;

2) training of government employees;

3) overall performance on corruption prevention;

4) level of satisfaction of government employees.

2. Criterion "Efficiency of use of human resources"

13. Assessment by this criterion is carried out on the basis of information on form provided by the central state and local executive bodies according to Appendices 3, of 4, of 5, 6 to this Technique.

14. When evaluating on indicator "the staff turnover level" the relevant data of reports of state bodies on monitoring of condition of the personnel of public service as of January 1 of the year following the accounting period provided in the Ministry annually are considered.

15. Assessment is calculated by the following formula:

                                                           K1 = P1 + P2 + P3 + P4 + P5

where K1 – assessment of state body by this criterion;

P1 – indicator "the staff turnover level";

P2 – indicator "promotion of employees of state body";

P3 – indicator "the actual duration of working hours in state body";

P4 – indicator "timeliness of provision of labor leave";

P5 – indicator "high-quality structure of personnel".

The maximum value by this criterion makes 38 points.

16. Assessment on indicator "the staff turnover level" is calculated by the following formula:

where k – coefficient for reduction of the received results to weight value (it is equal 14);

a – the number of the government employees dismissed in the accounting period;

b – average quantity of managerial state positions according to the staff list of state body;

5 – rigidity indicator.

The average quantity of managerial state positions is determined as average value of the amount of quantity of managerial state positions of state body with first on the fourth quarter inclusive.

When calculating assessment for removability the government employees dismissed are not considered:

in connection with retirement;

in connection with reorganization of state body or staff reduction;

due to illness, in connection with death;

in connection with appointment to political position;

in connection with leaving in military and law enforcement agencies, special state bodies;

in connection with appearance at work of the main worker (from child care leave, from leave without preserving wage payment in connection with training according to state programs of preparation and retraining of government employees, based on the state order or in foreign higher educational institutions on the priority specialties approved by the Republican commission on training abroad);

in connection with transfer to position to which higher requirements for years of service of public service, than to the last post, including in connection with transfer to the state managerial position of the case "A" are established.

Also the employees dismissed in system of one central state body are not considered (from central office in committee or in regional divisions or on the contrary, from committees in their regional divisions or on the contrary, from regional division in district).

Also the employees dismissed in system of public service (dismissed from one state body and appointed to position in other state body by results of tender are not considered). At the same time, the break does not exceed one working day. At the request of the Ministry state bodies provide copies of orders on release from post and position assignment as supporting documents.

If after change of political government employees of state body (the minister, deputy ministers, akims of areas, the capitals, the cities of republican value (further – the akim), deputy akims, heads of offices of akims), and also, after change of some administrative government employees of the case "A" (responsible secretaries, chiefs of staff), leave at own will more than 3% of employees of key element (chairmen of committees, their deputies, directors of departments and their deputies, heads of managements, deputy managers of the office of the akim, managers of departments and the chief inspectors of the office of the akim, heads of regional local executive bodies and their deputies) within the next 3 months, 3 points are taken away.

If the received result made value with minus sign, to state body on this indicator value 0 is put.

The maximum value on this indicator makes 14 points.

17. Assessment on indicator "promotion of employees of state body" is calculated by the following formula:

where k – coefficient for reduction of the received results to weight value (it is equal 6);

a – the number of the government employees appointed to higher position in this state body from number of persons employed of this state body;

b – total quantity of the government employees appointed to positions in this state body (except categories C-5, C-O-6, D-5, D-O-5).

If in state body appointments to higher positions due to the lack of vacant higher positions were not made, to state body on this indicator 3 points are put.

The maximum value on this indicator makes 6 points.

18. Assessment on indicator "the actual duration of working hours in state body" is calculated by the following formula:

where k – coefficient for reduction of the received results to weight value (it is equal 6);

a – the average number of the person - hours in state body;

b – duration of working hours established by the labor law in total for the accounting period (40 hours a week).

The average number of the person - is determined hours by the following formula:
