About crediting of state programs and actions in 2016

For the purpose of optimization of crediting of state programs and actions by banks and the open joint stock company "Development Bank of the Republic of Belarus" Council of Ministers of the Republic of Belarus DECIDES:

1. Approve enclosed:

the general directions and limits of directive crediting * state programs and actions in 2016;

the directions and limits of directive crediting ** state programs and actions banks in 2016;

funding plan "Development Bank of the Republic of Belarus" open joint stock company of state programs and actions in 2016.

* For the purposes of this resolution directive crediting is understood as the crediting performed:

"Development Bank of the Republic of Belarus" open joint stock company, except for the loans granted by the called society at the expense of the funds raised within international treaties, and also resources provided by international financial institutions of the export loans granted to the organizations which are not residents of the Republic of Belarus including foreign banks and to the leasing organizations which are residents of the Republic of Belarus on the terms of the Presidential decree of the Republic of Belarus of August 25, 2006 No. 534 "About assistance to commodity export development (works, services)" (The national register of legal acts of the Republic of Belarus, 2006, No. 143, 1/7870), financings of activities of subjects of small and medium business in which authorized funds the share of the Republic of Belarus or its administrative and territorial units does not exceed 25 percent, according to the resolution of Council of Ministers of the Republic of Belarus of March 11, 2016 No. 195 "About financing of activities of subjects of small and medium business by "Development Bank of the Republic of Belarus" open joint stock company in 2016" (The national legal Internet portal of the Republic of Belarus, 15.03. 2016, 5/41802), the loans granted for projects implementation of public-private partnership;

banks of the Republic of Belarus under condition:

compensations from means republican and (or) local budgets of losses of banks from loan granting on favorable terms;

compensations (payment) to legal entities from means republican and (or) local budgets of interest for using bank loans or their part;

purpose-oriented crediting at the expense of temporarily available funds of the republican budget, and also means of state non-budgetary funds placed in bank deposit (deposit);

provisions of guarantees for the Government of the Republic of Belarus, local executive and administrative organs on the credits issued by banks of the Republic of Belarus according to regulatory legal acts;

determinations by the decision of the President of the Republic of Belarus and (or) the Government of the Republic of Belarus of the specific borrower, except for the loans granted by banks at the expense of the funds raised within international treaties, and also resources provided by international financial institutions.

** For the purposes of this resolution limits of directive crediting are understood as the maximum amounts of provision of the directive credits, including provision of the directive credits on renewable credit lines.

2. To "Development Bank of the Republic of Belarus" open joint stock company in 2016 to perform directive crediting according to funding plan by the "Development Bank of the Republic of Belarus" open joint stock company of state programs and actions in 2016 approved by this resolution (further - funding plan), according to the procedure and on the conditions established in regulatory legal acts in the presence of resources, having provided in local regulatory legal acts the procedure of decision making about crediting of new investment projects *, including on construction of molochnotovarny farms, on the basis of competitive selection.

* For the purposes of this resolution new investment projects are understood as projects on which decisions of authorized bodies of banks on crediting are not made and which were not included in this resolution, and also in the resolution of Council of Ministers of the Republic of Belarus of February 7, 2015 No. 76 "About financing of state programs and actions in 2015" (The national legal Internet portal of the Republic of Belarus, 17.02. 2015, 5/40100).

3. Offer open joint stock companies "Savings bank "Belarusbank", "Belagroprombank", "The Belarusian development bank and reconstruction Belinvestbank, BPS-Sberbank, Belvneshekonombank, Paritetbank and Priorbank to open joint stock company in 2016:

3.1. perform directive financing, including financing of housing construction according to the legislation, in the presence of resources according to the directions and limits of directive crediting of state programs and actions by the banks in 2016 approved by this resolution;

3.2. allocate the money including arriving on account of repayment of the granted bank loans within state programs and actions on:

directive crediting according to subitem 3.1 of this Item;

bond purchase of "Development Bank of the Republic of Belarus" open joint stock company.

4. To the Ministry of Finance to perform compensation of losses of banks on the export loans granted in 2016 according to the Presidential decree of the Republic of Belarus of August 25, 2006 to No. 534, provided that credit agreements on the specified crediting are signed till January 1, 2016, and also in the presence of coordination of the Ministry of Economics, the Ministry of Finance, National Bank of such crediting.

Offer the banks called in Item 3 of this resolution:

in case of lack of the coordination specified in part one of this Item to make corresponding changes to the signed credit agreements;
