1. Approve:

The national program for creation of Single national service of the emergency challenges 112 according to appendix No. 1;

The actions plan on creation of Single national service of the emergency challenges 112 according to appendix No. 2.

2. To provide to the ministries and other central administrative authorities accomplishment at the scheduled time of the Actions plan on creation of Single national service of the emergency challenges 112.

3. To impose control over the implementation of this resolution on the Ministry of information technologies and bonds.

Introduction

Increase in safety and level of security of the population in case of threats for life and health of citizens, safety of property is one of the major tasks for ensuring national security and stable social and economic development of the Republic of Moldova.

The most important performance indicator of actions of services of the emergency reaction (further – the SIR) is time of their rapid response. Its reduction directly influences the sizes of effects of emergency situation (reducing number of the dead and victims, and also reduction of material damage).

The work experience of services of the emergency reaction shows that effective assistance in emergency situations in 10 percent of cases requires involvement of two or more emergency services. Insufficient level of the organization of interaction of services of the emergency reaction from the moment of receipt of urgent challenge before assistance to victims is one of basic reasons of high share of death rate in case of emergency situations.

At the European level creation and functioning of services of the emergency help 112 is regulated by a number of regulations. The decision of the European Union 91/396/EEC of July 29, 1991 about introduction of single all-European number for the emergency challenges establishes the main requirements to single number for challenges of the emergency help "112". These requirements were added with the Directive 98/10/EU of February 26, 1998. The European Parliament and Council of February 26, 1998 about application of regulations on open network (ONP) of voice telephony and about universal telecommunication services in competitive environment. According to the single emergency number of services of the emergency reaction specified by the decision number "112" is established.

At the same time, the Directive of the European Parliament and Council 2002/22/EC of March 7, 2002 about universal service and the rights of users concerning networks of electronic communications establishes obligation of operators of networks of electronic communications automatically to transfer to service of the emergency reaction number and data of the subscriber who addresses to service, and also location of its terminal.
