ORDER OF THE GOVERNMENT OF THE REPUBLIC OF MOLDOVA

About creation of Single national service of the emergency challenges 112

Based on part provisions (5) Article 4 and Item c) article 7 of the Law No. 174 of July 25, 2014 on the organization and functioning of Single national service of the emergency challenges 112 (The official monitor of the Republic of Moldova, 2014, Art. No. 231-237, 533) DECIDES: the Government

1. Create Single national service of the emergency challenges 112 with the status of public organization.

2. To the Ministry of Internal Affairs to perform function of the founder of Single national service of the emergency challenges 112.

3. Approve:

Regulations on Single national service of the emergency challenges 112, according to appendix No. 1;

Structure of Single national service of the emergency challenges 112, according to appendix No. 2;

The paragraph the fourth is excluded.

4. Establish the extreme number of Single national service of the emergency challenges 112 in number of 119 units.

5. In 3-month time from the date of publication of this resolution to provide to the government Single national service of the emergency challenges with 112 rooms and technical infrastructure necessary for activities implementation.

6. To the Ministry of Economic Development and digitalization in 3-month time from the date of publication of this resolution to provide development and approval according to provisions of the Labor code of the Republic of Moldova No. 154-XV of March 28, 2003 of the staff list of Single national service of the emergency challenges 112.

6-1. The Ministry of Internal Affairs annually approves the budget of Single national service of the emergency challenges 112, according to the offer of Administrative board of Service 112 within the assignments provided in the government budget for the corresponding year and from other legal sources.

7. To impose control over the implementation of this resolution on the Ministry of Internal Affairs.

Regulations on Single national service of the emergency challenges 112

Chapter I. General provisions

1. The regulations on Single national service of the emergency challenges 112 (further – the Provision) regulate mission, functions, obligations and the rights of Single national service of the emergency challenges 112 (further – Service 112), and also the organization of its activities.

2. The service 112 is effective in public concerns and is created for the accomplishment of the purpose, mission, the main functions and obligations established by this Provision.

3. The service 112 is legal entity, has financial autonomy, has treasurer accounts and own seal.

4. The Ministry of Internal Affairs is administrator of Service 112.

5. The service 112 is aimed at increase in level of safety and protection of the population, property and the environment in all territory of the Republic of Moldova by application of single number for the emergency challenges – 112 (further – number 112) and effective use of opportunities of modern infrastructure of electronic communications and information resources.

6. The mission of Service 112 consists in acceptance in the round-the-clock mode, 7 days a week, the emergency challenges from the population on number 112 on all territory of the Republic of Moldova, preprocessing of calls with combination of the relevant data and the notification of services of the emergency reaction (further – SER), and also in acceptance and storage of information on result of intervention of SER.

7. The service 112 performs the activities according to the current legislation, provisions of agreements and international treaties which part is the Republic of Moldova, orders and orders of the administrator of Service 112, and also requirements of this provision.

Chapter II. Main functions, obligations and rights of Service 112

8. The main functions of Service 112 are:

1) ensuring acceptance of the emergency challenges on number 112;

2) primary poll of the applicant about circumstances of emergence of emergency situation;

3) processing of the emergency challenges, binding of the relevant data from other resources and information systems to certain challenge;

4) determination of the geographic location of the terminal of the defiant subscriber;

5) scheduling of the emergency challenges, the notification and involvement of SER from this action area for the purpose of the organization of the interventions corresponding to emergency situations;

6) acceptance and storage in archive of the Automated information system of Service 112 (further – AIS of Service 112) data and information on evolution of emergency situations and result of interventions;

7) support and continuous development of AIS and specialized networks of electronic communications of Service 112;

8) promotion of use number 112 on all territory of the Republic of Moldova.

9. According to the main Service 112 functions carries out the following tasks:

1) acceptance in the round-the-clock mode, 7 days a week, the emergency challenges in all territory of the Republic of Moldova;

2) automatic recording, the analysis and processing of the emergency challenges accepted by means of phone and other means of electronic communications (the fax, the SMS, MMS, etc.), or other special means;

3) acceptance of the emergency challenges in state language and in languages which speak in the territory of the Republic of Moldova and also languages of the international communication, according to the qualifier approved by the order of the Government according to the offer of Interdepartmental coordinating committee, for the purpose of ensuring interaction between Single national service of the emergency challenges 112 and services of the emergency reaction within opportunities of Service 112, but is at least of those which are established according to the current legislation;
