About measures for accomplishment of the resolution of the UN Security Council 2231 of July 20, 2015.

Due to the adoption of the resolution of the UN Security Council 2231 of July 20, 2015 and according to the Federal Law of December 30, 2006 "About special economic measures" I decide No. 281-FZ:

1. To all public institutions, industrial, trade, financial, transport and other bodies, credit institutions and not credit financial institutions, other legal entities and physical persons which are under jurisdiction of the Russian Federation in the activities to recognize that:

a) till October 18, 2025 or until further notice (but no later than October 18, 2025) in each case receipt of preliminary permission of the UN Security Council is required:

on delivery, sale or transfer directly or indirectly from the territory of the Russian Federation, or citizens of the Russian Federation, or with use sea and aircrafts under National flag of the Russian Federation to the Islamic Republic of Iran (Iran) or for use in Iran or in its interests of all objects (materials, the equipment, goods and technologies) irrespective of country of source specified in the list of the nuclear materials, the equipment, special non-nuclear materials and appropriate technologies falling under export control, No. 1285 approved by the order of the Government of the Russian Federation of July 16, 2022 "About approval of the list of the nuclear materials, the equipment, special non-nuclear materials and appropriate technologies falling under export control" (further - the List of nuclear materials), except for the nuclides, materials and devices specified in Items 1.3.2 and 1.3.3 of this List and also the equipment specified in Item 2.1 of this List if it is intended for light-water nuclear reactors, and uranium with enrichment no more than 5 percent on isotope of uranium-235, of this List specified in Item 1.2.3 if it is part of the heat-generating assemblies for light-water nuclear reactors;

on delivery, sale or transfer directly or indirectly from the territory of the Russian Federation, or citizens of the Russian Federation, or with use sea and aircrafts under National flag of the Russian Federation to Iran or for use in Iran or in its interests of all objects (materials, the equipment, goods and technologies) irrespective of country of source specified in the list of the equipment and materials of dual purpose and appropriate technologies applied in the nuclear purposes concerning which export control, No. 1286 approved by the order of the Government of the Russian Federation of July 16, 2022 "About the approval of the list of the equipment and materials of dual purpose and appropriate technologies applied in the nuclear purposes concerning which export control is exercised" (further - the List of the equipment and materials of dual purpose), except for of materials and devices is exercised specified in Item 2.3.20 of this List, and also objects (materials, the equipment, goods and technologies) specified in Sections 1 - 3 and 6 these Lists if they are intended for light-water nuclear reactors or use in them;

on provision to Iran any technical assistance or services in professional training, financial aid, investments, intermediary or other services, financial resources or services connected with delivery, sale, transfer, production or use of objects (materials, the equipment, goods and technologies) specified in paragraphs second and third this subitem;

on placement in the territory of the Russian Federation investments from Iran, his citizens and legal entities registered in Iran or who are under its jurisdiction or the physical persons and legal entities operating from their name or on their specifying or the legal entities who are in their property or under their control in any kinds of the business activity connected with uranium production, production or use of the nuclear materials and technologies specified in the List of nuclear materials, except for the nuclides, materials and devices specified in Items 1.3.2 and 1.3.3 of this List;

b) the activities provided by paragraphs the second - the fifth the subitem "an" of this Item, can be performed only on condition of provision by the Iranian Side of guarantees for carrying out by the Russian Side of checks of use of any delivered subject (material, the equipment, goods and technology) in stated purposes and places of its use;

c) permission of the UN Security Council to implementation of the activities provided by paragraphs the second - the fifth the subitem "an" of this Item, is not required if it is directly connected with reconfiguration of two cascades on object in Fordow (Iran) for production of stable isotopes by method of centrifugal enrichment, with export from Iran of the enriched uranium which inventory exceeds 300 kilograms, in exchange for transfer of natural uranium to Iran and with upgrade of the reactor in Arak (Iran) on the basis of the approved conceptual project of design and in subsequent the approved final project of design of such reactor and provided that it strictly corresponds to the Joint comprehensive plan of actions (further - SVPD) approved by the UN Security Council (the resolution of the UN Security Council 2231 of July 20, 2015), and the Iranian Side provides guarantees for carrying out by the Russian Side of checks of use of any delivered subject (material, the equipment, goods and technology) in stated purposes and places of its use;

d) till October 18, 2023 or until further notice (but no later than October 18, 2023) in each case receipt of preliminary permission of the UN Security Council is required:

on delivery, sale or transfer directly or indirectly from the territory of the Russian Federation, or citizens of the Russian Federation, or with use sea and aircrafts under National flag of the Russian Federation to Iran either from Iran or for use in Iran or in its interests of all objects (materials, the equipment, goods and technologies) irrespective of country of source specified in the list of the equipment, materials and technologies which can be used during creation of rocket weapon and concerning which export control, No. 1288 approved by the order of the Government of the Russian Federation of July 16, 2022 "About approval of the list of the equipment, materials and technologies which can be used during creation of rocket weapon and concerning which export control is established" is established;

on provision to Iran any technical assistance or services in professional training, financial aid, investments, intermediary or other services, financial resources or services or placement in the territory of the Russian Federation investments from Iran into any kinds of the business activity connected with delivery, sale, transfer, production or use of objects (materials, the equipment, goods and technologies) specified in the list of the equipment, materials and technologies which can be used during creation of rocket weapon and concerning which export control is established, No. approved by the order of the Government of the Russian Federation of July 16, 2022 1288, or belonging to the activities connected with the ballistic missiles developed in such a way that they are capable to perform delivery of nuclear weapon;
