According to the subitem 2) of article 20-1 of the Ecological code of the Republic of Kazakhstan of January 9, 2007 I ORDER:

1. Approve the enclosed Method of calculation of rates for collection, export and burial of municipal solid waste.

2. To provide to department of waste management of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Method of calculation of rates for collection, export and burial of municipal solid waste

1. General provisions

1. This Method of calculation of rates for collection, export and burial of municipal solid waste (further - the Technique) is developed according to the subitem 2) of article 20-1 of the Ecological code of the Republic of Kazakhstan of January 9, 2007 and is intended for calculation of rates for collection, export and burial of municipal solid waste (further - MSW).

2. Procedure for determination of cost.

Reasons for total requirement in financial resources on collection, export and burial of MSW are made through cost which reflects the actual costs of the specialized organizations grouped in economic elements and Articles of calculation.

Complete cost of services (C) it is determined as cost amount on performance of works by collection, export and burial of MSW, and also all-operating and extra operating expenses.

Cost of calculation unit is determined by division of complete cost into amount/weight of the collected, exported and buried MSW.

The main indicators of work of the companies for export of MSW are provided in appendix 1 to this Technique.

When calculating standard costs on collection and transportation of MSW it is reasonable to consider average expenses on 1 flight of the special vehicle.

One flight is understood as the single cumulative motion cycle of the special vehicle which is beginning from the first place of collection of MSW and after detour the special vehicle of container areas along the route established by technology of transportations to full load of the special vehicle, coming to an end with the place of burial of MSW.

After calculation of average total cost of collection and export of MSW for 1 flight it needs to be counted for the accepted unit of measure - 1 m3 / 1 ton of MSW.

3. The need for financial resources of the specialized organizations rendering services in collection, export and burial of MSW (further - services), is determined by formula:

3. The annual rate for services of the specialized organizations per unit of (amount/weight) of MSW is calculated as follows:

4. The monthly rate for one inhabitant for export of MSW is determined by the following formula:
