1. Approve the enclosed Translation rules and recoveries in military, special educational institutions of bodies of homeland security of the Republic of Kazakhstan.

2. Declare invalid the order of the Chairman of Committee of homeland security of the Republic of Kazakhstan of July 2, 2014 No. 218 "About approval of Translation rules of students in the highest special (military) educational institutions of bodies of homeland security of the Republic of Kazakhstan" (registered in the Register of state registration of regulatory legal acts for No. 9688, published in information system of law of Ad_let on August 29, 2014).

3. To provide to personnel department of Committee of homeland security of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days, after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of Committee of homeland security of the Republic of Kazakhstan.

4. To impose control of execution of this order on the vice-chairman of Committee of homeland security of the Republic of Kazakhstan Kolkobayev M. O.

5. This order becomes effective after ten calendar days after day of its first official publication.

Translation rules and recoveries in military, special educational institutions of bodies of homeland security of the Republic of Kazakhstan

1. General provisions

1. These rules of transfer and recovery in military, special educational institutions of bodies of homeland security of the Republic of Kazakhstan (further - Rules) are developed according to the subitem 12) of article 5-1 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" and determine procedure for transfer and recovery in military, special educational institutions of bodies of homeland security of the Republic of Kazakhstan (further - higher education institutions of ONB).

2. In these rules by transfer transition of students of higher educational institutions of the Republic of Kazakhstan (further - higher education institutions of RK) in higher education institutions of ONB is understood.

3. Recovery is the action determining renewal of training of person which is earlier deducted from higher education institution of ONB.

Transfer in higher education institutions of ONB from higher education institutions of RK is made during the vacation period in the presence of vacant positions on the corresponding rate, taking into account results of academic year and the gained translated point if the difference in working curricula for bachelor degree constitutes no more than five subject matters of obligatory component.

Transfer in higher education institutions of ONB into preparation flows according to educational programs of the higher education with the reduced training term (based on the higher education) is not made.

5. In case of transfer in higher education institutions of ONB from higher education institutions of RK the academic difference in disciplines of the working curricula studied by them for the previous academic periods is determined.

In case of determination of difference in disciplines distinction in forms of final control is not considered.

6. The academic difference in disciplines of working curricula is determined by higher education institution of ONB on the basis of the list of the studied disciplines, their programs and amounts in the class periods or the credits reflected in the copy of educational card or transcript or in the reference issued to persons which did not complete education in form of the Minister of Education and Science of the Republic of Kazakhstan approved by the order of June 12, 2009 No. 289 "About approval of form of the reference issued to persons which did not complete education" (it is registered in the Register of state registration of regulatory legal acts No. 5717).

The reoffsetting determined as prerekvizit of subject matter by other subject matter or the block of subject matters, adjacent on content, on condition of their compliance to content and to amount of disciplines is allowed.

7. According to the mastered prerekvizita the higher education institution of ONB establishes training course and carries out reoffsetting of the mastered credits according to educational programs.

Liquidation of the academic difference in disciplines of the working curriculum is performed in the current academic period according to the individual plan developed by educational and methodical division of higher education institution of ONB and approved by the deputy chief of higher education institution of ONB supervising educational and methodical work.

8. The academic difference in disciplines of the working curriculum which is not liquidated at the scheduled time is considered further as the academic debt. In case of receipt of unsatisfactory assessment in case of liquidation of the academic difference on discipline, the debt is liquidated prior to the beginning of the next academic period.

9. The persons studying in higher education institutions of RK, who showed willingness to be transferred to higher education institutions of ONB (further - candidates for study), till December 1 of the year preceding year of transfer through divisions and territorial authorities of Committee of homeland security of the Republic of Kazakhstan (further - divisions of KNB) submit the application in any form with indication of training language addressed to the chief of higher education institution of ONB.

Are enclosed to the application:

1) identity document (notarized copy);

2) the documents confirming the previous education level (the certificate about secondary education or the diploma about postsecondary education);

3) the copy of transcript signed by the deputy manager of higher education institution of RK supervising educational, educational and methodical work and the employee of educational and methodical division of higher education institution of RK, sealed by official;

4) certificate on delivery of Single national testing or complex testing (copy);

5) six photos (without headdress, the size 4, 5 x 6 cm);

6) assigned certificate (copy);

7) autobiography and questionnaire (original).
