1. Approve the enclosed Translation rules and recoveries in military, special educational institutions of bodies of homeland security of the Republic of Kazakhstan.

2. Declare invalid the order of the Chairman of Committee of homeland security of the Republic of Kazakhstan of July 2, 2014 No. 218 "About approval of Translation rules of students in the highest special (military) educational institutions of bodies of homeland security of the Republic of Kazakhstan" (registered in the Register of state registration of regulatory legal acts for No. 9688, published in information system of law of Ad_let on August 29, 2014).

3. To provide to personnel department of Committee of homeland security of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days, after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of Committee of homeland security of the Republic of Kazakhstan.

4. To impose control of execution of this order on the vice-chairman of Committee of homeland security of the Republic of Kazakhstan Kolkobayev M. O.

5. This order becomes effective after ten calendar days after day of its first official publication.

Translation rules and recoveries in military, special educational institutions of bodies of homeland security of the Republic of Kazakhstan

Chapter 1. General provisions

1. These rules of transfer and recovery in military, special educational institutions of bodies of homeland security of the Republic of Kazakhstan (further – Rules) are developed according to the subitem 12) of article 5-1 of the Law of the Republic of Kazakhstan "About education" and determine procedure for transfer and recovery in military, special educational institutions of bodies of homeland security of the Republic of Kazakhstan (further – VSUZ ONB).

2. In these rules the following concepts are used:

1) recovery – the action determining renewal of training of person which is earlier deducted from VSUZ ONB;

2) transfer – transition of learning organizations of the higher and (or) postgraduate education of the Republic of Kazakhstan and VSUZ RK to VSUZ ONB;

3) prerekvizita (Prerequisite) – the list of the disciplines containing knowledge, skills necessary for development of the studied discipline;

4) transcript (Transcript) – the document containing list of the mastered disciplines and (or) modules, other types of study for the corresponding period of training with indication of the credits and estimates;

5) the academic difference – difference in disciplines of curricula, the determined VSUZ on the basis of the list of the studied disciplines and (or) modules, their programs and amounts in the class periods or the credits reflected in the copy of transcript (reference) issued to persons which did not complete education.

Chapter 2. Procedure for transfer in military special educational institutions of bodies of homeland security of the Republic of Kazakhstan

Transfer in VSUZ ONB from the organizations of the higher and (or) postgraduate education of the Republic of Kazakhstan (further – OVPO RK), including in military, special educational institutions, according to related educational programs is performed during the vacation period in the presence of vacant positions on the corresponding rate, taking into account results of academic year and the gained translated point if the difference in working curricula for bachelor degree constitutes no more than four subject matters and (or) the module of obligatory component.

Transfer of the student in VSUZ ONB from one educational program on another, is performed prior to the beginning of the next academic period in the presence of vacant positions on the corresponding rate (except for the last academic period of final year), taking into account results of academic year and the gained translated point if the difference in working curricula for bachelor degree constitutes no more than four subject matters and (or) modules of obligatory component and no more than five disciplines and (or) modules of high school component.

Transfer in VSUZ ONB into preparation flows according to educational programs of the higher education with the reduced training term (based on the higher education) is not made.

4. In case of transfer in VSUZ ONB from OVPO RK and VSUZ RK the academic difference in disciplines and (or) modules of the working curricula studied for the previous academic periods is determined.

In case of determination of difference in disciplines distinction in forms of final control is not considered.

5. The academic difference in disciplines and (or) modules of working curricula is determined by VSUZ ONB on the basis of the list of the studied disciplines, their programs and amounts in the class periods or the credits reflected in the transcript (reference) issued to persons which did not complete education, signed by the head of the organization of the higher and (or) postgraduate education and under seal in the form established by the order of the Minister of science and the higher education of the Republic of Kazakhstan of February 10, 2023 No. 47 "About approval of document types about the higher and (or) postgraduate education, document forms about the higher and (or) postgraduate education of the state sample and rules of their accounting and issue, the main requirements to contents of documents on the higher and (or) postgraduate education of own sample and rules of their accounting and issue" (it is registered in the Register of state registration of regulatory legal acts at No. 31894), the order of the Minister of Education and Science of the Republic of Kazakhstan of October 30, 2018 No. 595 "About approval of Standard rules of organization activity of the higher and (or) postgraduate education" (it is registered in the Register of state registration of regulatory legal acts at No. 17657).
