1. Approve the enclosed Rules of assignment (suspension, cancellation) the status of breeding products (material).

2. Declare invalid the order of the Minister of Agriculture of the Republic of Kazakhstan of April 14, 2015 No. 3-2/331 "About approval of Rules of assignment of the status of breeding animal" (No. registered in the Register of the state registration of regulatory legal acts 11092, published on May 28, 2015 in the Kazakhstanskaya Pravda newspaper and on June 12, 2015 in information system of law of Ad_let).

3. To provide to department of production and conversion of animal production of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan and the intranet portal of state bodies.

4. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

5. This order becomes effective after twenty one calendar days after day of its first official publication, but not earlier than June 2, 2016.

Rules of assignment, (suspensions, cancellations) status of breeding products (material)

Chapter 1. General provisions 

1. These rules of assignment (suspension, cancellation) the status of breeding products (material) (further – Rules) are developed according to the subitem 26) of article 13 of the Law of the Republic of Kazakhstan of July 9, 1998 "About breeding livestock production" and determine procedure for assignment (suspension, cancellation) the status of breeding products (material).

2. The status of breeding products (material) is given by republican chambers on breeds, the directions of productivity and types of farm animals (further – Chamber).

3. The status of breeding products (material) is given separately on each head of animal, colony.

4. The status of breeding products (material) is given once during animal life.

5. In these rules the baking plate is understood by phenotypical indicators set of external expressed animal signs, including on color and exterior.

6. The status of breeding products (material) is given to the farm animals identified according to the Rules of identification of farm animals approved by the order of the Minister of Agriculture of the Republic of Kazakhstan of January 30, 2015 No. 7-1/68 (registered in the Register of the state registration of regulatory legal acts No. 11127) (except for colonies, rabbits, animals and fishes), and also registered according to the Rules of maintaining information base of selection and breeding work approved by the order of the Minister of Agriculture of the Republic of Kazakhstan of July 20, 2012 No. 3-3/373 (registered in the Register of the state registration of regulatory legal acts No. 7864).

7. Membership in Chamber of physical person or legal entity (further – the Applicant), the owner of the farm animal applying for receipt of the status of breeding animal is not required.

Chapter 2. Procedure for assignment of the status of breeding products (material)

Paragraph 1. Assignment of the status of breeding animal to cattle

8. The status of breeding animal is given to cattle of the first and second category by Chamber.

9. The minimum age of cattle necessary for assignment of the status of breeding animal makes six months.

10. The status of breeding cattle of the first category is given, in case of its compliance to the following criteria:

1) for breeds of the meat direction of productivity:

availability of authentic data on family tree, at least on three rows of ancestors of animal from the father and mother;

availability of the genetic examination determining reliability by the father (for the animals born in the territory of the Republic of Kazakhstan);

availability of index assessment of breeding value, including on ease of otel, weight in case of the birth, weight during the depriving and weight at one-year-old age on achievement of the corresponding age;

chistoporodnost;

obtaining as a result of artificial fertilization or transplantation of embryo or from the pairing with breeding bull of the first category having assessment on index system by technique of Best Linear Unbiased Prediction (BLUP) (for breeds Kazakh white-headed and auliyekolsky);

compliance to the standard of breed (The chamber places on the Internet resource phenotypical indicators of animals not below indicators of the standard of the corresponding breed);

2) for breeds of the milk and meat and milk direction of productivity:

availability of authentic data on family tree, at least on three rows of ancestors of animal;

obtaining as a result of artificial fertilization or transplantation of embryo;

availability of genetic examination on the father;

availability of index assessment of breeding value, including on productivity, exterior and number of somatic cages;

chistoporodnost;

compliance to the standard of breed (The chamber places on the Internet resource phenotypical indicators of animals not below indicators of the standard of the corresponding breed).

11. The status of breeding cattle of the second category is given to animal in case of its compliance to the following criteria:

1) for breeds of the meat direction of productivity:

availability of authentic data on family tree on father's side with indication of at least three rows of ancestors of animal (all potential fathers of the first category are specified);

availability of authentic data on family tree for import animals in compliance with rules of the countries of the exporter;

availability of these absolute measures on the live mass, ease of otel (for import animals according to rules of the countries of the exporter);

chistoporodnost;

compliance to the standard of breed (The chamber places on the Internet resource phenotypical indicators of animals not below indicators of the standard of the corresponding breed);

2) for breeds of the milk and meat and milk direction of productivity:

availability of authentic data on family tree, at least on three rows of ancestors of animal;

obtaining as a result of artificial fertilization or transplantation of embryo;

availability at ancestors of absolute productive measures on yield of milk;

chistoporodnost;

compliance to the standard of breed (The chamber places on the Internet resource phenotypical indicators of animals not below indicators of the standard of the corresponding breed).

11-1. To the issue received as a result of copulation of breeding uterine livestock of the second category with breeding bulls of the second category, the status of breeding animal is not given.

12. For receipt of the status of breeding cattle of the first and second category Applicant submits in Chamber the application on assignment of the status of breeding animal to cattle (am) in form, according to appendix 1 to these rules.

13. The chamber after receipt of the statement from the Applicant checks completeness of data for compliance to the criteria specified in Items 9, of 10 and 11 these rules and availability of data in information base of selection and breeding work.

14. In case of compliance of cattle to the specified criteria, the Chamber within 10 working days, after registration of a statement, appropriates to cattle registered in information base of selection and breeding work, the corresponding category and individual registration number with entering of data about animal in register of assignment of the status of breeding animal in form, according to appendix 2 to these rules and the written notice of the Applicant.

15. In case of discrepancy of cattle to the specified criteria the Chamber within 10 working days, after registration of a statement, directs motivated refusal in assignment of the status of breeding cattle of the corresponding category.

16. The status of breeding animal is considered appropriated to cattle from the date of assignment of registration room in Chamber.

16-1. For change of category of the breeding status with the second on the first the Applicant submits in Chamber the application to replace category of the breeding status of cattle in form according to appendix 15 to these rules.

Paragraph 2. Assignment of the status of breeding animal to sheep

17. The minimum age of ram (sheep) (further - sheep), necessary for assignment of the status of breeding animal, makes four months, for the Karakul sheep the second or third day after the birth.

18. The status of breeding animal is given to sheep in case of compliance to the following criteria:

availability of authentic data on family tree, at least on three rows of ancestors of animal (providing information about ancestors of the third row in the documents placed on Internet resource of competent authority of the exporting country is allowed);

passed appraisal of quality (assessment), including on the live mass and type of constitution, form and size of fat tail, on astrakhan type and coloring, masses, to class and color of wool according to the direction of productivity;

chistoporodnost;

compliance to the standard of breed (The chamber places on the Internet resource phenotypical indicators of animals not below indicators of the standard of the corresponding breed).
