About measures for implementation of the Law of the Republic of Belarus of December 30, 2015 "About the republican budget for 2016"

1. Accept to execution the republican budget for 2016 according to the income and expenses with surplus and turnover cash in size on January at 1, 2017 according to the Law of the Republic of Belarus of December 30, 2015 "About the republican budget for 2016" (The national legal Internet portal of the Republic of Belarus, 01.01. 2016, 2/2341) (further - the Law).

2. Determine that in 2016:

2.2. the decisions provided by legal acts are made in limits:

2.2.1. the expenses of the republican budget provided on functional classification of expenses of the budget on:

other questions in the field of agricultural industry, fuel and power, other questions in the field of the industry, constructions and architecture, other industries of national economy, - in the form of compensation to legal entities of the Republic of Belarus (borrowers) of part of interest for using bank loans (subitem 1.1 of Item 1 of article 18 of the Law, appendix 3 to the Law);

financing of the expenses connected with natural disasters, accidents and catastrophic crashes (subitem 1.2 of Item 1 of article 18 of the Law, appendix 3 to the Law);

other nation-wide questions in the amount of 2 848 155 thousand rubles, - on payment in the procedure for expenses on business trips established by the legislation out of limits of the Republic of Belarus over the means planned for these purposes to managers of budgetary funds on departmental classification of expenses of the budget (subitem 1.3 of Item 1 of article 18 of the Law, appendix 3, 4 to the Law);

budget credits, loans, loans, - in the form of provision of budget advances, loans, and also budget credits to regional budgets and the budget of Minsk on implementation of investment projects and programs (paragraph two of article 15 of the Law, appendix 3 to the Law);

other nation-wide questions, - in the form of compensation:

to legal entities of part of interest for using the bank loans issued on implementation of investment projects on the terms of competitive placement (subitem 1.1 of Item 1 of article 18 of the Law, appendix 3 to the Law);

to legal entities of 50 percent from the amount of interest payments on the external state loans and external loans obtained under guarantees of the Government of the Republic of Belarus (appendix 3 to the Law);

2.2.2. the means provided on increase in share of the state in authorized capitals of the organizations (including on share acquisition) (appendix 1 to the Law) according to the Presidential decree of the Republic of Belarus of February 16, 2004 No. 88 "About debt restructuring of economic societies on payments in republican and local budgets and on the credits issued by national banks" (The national register of legal acts of the Republic of Belarus, 2004, No. 27, 1/5330) and other legal acts;

2.3. assignment from the sources specified in subitem 2.2 of this Item is not additional;

2.4. the conclusion of insurance contracts of export risks with support of the state, including according to the decision of the Government of the Republic of Belarus, is performed within the amount of agreement obligations of insurance of export risks established by the limiting Law with support of the state constituting in equivalent of 1728 million US dollars (item 4 of article 18 of the Law);

2.5. in decisions of Council of Ministers of the Republic of Belarus on provision of guarantees for the Government of the Republic of Belarus on the credits issued by banks of the Republic of Belarus and according to external loans the payment in the amount of no more 1,5 of percent from credit amount (loan) is established if other is not established by legal acts (Item 3 of article 13 of the Law);

2.7. the size of the means received by the Public courier service of the Republic of Belarus under the Ministry of Communications and Informatization for services of courier communication affirms the specified service taking into account amount of the rendered services of courier communication and rates for these services established according to the legislation (Item 2 of article 16 of the Law, the paragraph of the sixth of Item 1 of appendix 11 to the Law);

2.8. in case of leave in accordance with the established procedure for a fee of pieces of ware property, and also food to military personnel, persons of the commanding and ordinary structure, employees of the republican state bodies having military forming, the organizations, bodies and divisions, including the military units which are under their supervision or which are their part (system), the size of cost of the specified property, food and procedure for its compensation, payments are determined by the relevant state bodies in coordination with the Ministry of Finance and the Ministry of Economics (Item 2 of article 16 of the Law, the paragraph the ninth Item 1 of appendix 11 to the Law);

2.9. the insurance indemnities received in the cases established by the legislation, are enlisted by the organizations which are under supervision or being part (system) of state bodies, bodies and divisions, including military units, and also the organizations which are under authority of National academy of Sciences of Belarus, other state organizations subordinated to the Government of the Republic of Belarus, financed from the republican budget into accounts on accounting of budgetary and other public funds and within three working days from the date of their receipt, but no later than the last working day of month, listed in the income of the republican budget (Item 2 of article 16 of the Law, Item 2 of appendix 11 to the Law);
