1. Approve the enclosed Rules of assignment of personal identification numbers codes.

2. To committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan (Ergozhin of E.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan.

3. This order becomes effective since January 1, 2016 and is subject to official publication.

Rules of assignment of personal identification numbers codes

Chapter 1. General provisions

1. These rules of assignment of personal identification numbers codes (further – Rules) are developed according to subitem 8-2) of article 4 of the Law of the Republic of Kazakhstan "About state regulation of production and turnover of ethyl alcohol and alcoholic products" and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further – the Law) and determine procedure for assignment of personal identification numbers codes on the made and imported ethyl alcohol and/or wine in bulk, alcoholic products (except brewing products).

2. Personal identification numbers codes are appropriated to producers and importers of ethyl alcohol and/or wine in bulk, alcoholic products (except brewing products), made in the Republic of Kazakhstan or imported on the territory of the Republic of Kazakhstan (further – uslugopoluchatel).

Chapter 2. Procedure for rendering the state service

3. The state service "Assignment of Personal Identification Number (PIN Code) to Producers (Importers) of Separate Types of Oil Products, and also on Goods of Producers and Importers of Some Types of Excisable Products, Aviation Fuel and Fuel Oil" regarding assignment of personal identification numbers codes on goods of producers and importers of some types of excisable products which are territorial authorities of Committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan on areas, to the cities of Astana, Almaty and Shymkent (further – the service provider) through non-commercial joint-stock company "The Government for Citizens state corporation (further – the State corporation).

4. Uslugopoluchateli through the State corporation is represented to the service provider:

1) on ethyl alcohol and/or wine in bulk:

the statement on assignment of personal identification numbers codes on ethyl alcohol and/or wines in bulk in form according to appendix 1 to these rules, not later than 3 (three) working days prior to implementation of production and/or import of ethyl alcohol and/or wine in bulk;

2) on alcoholic products (except brewing products):

the statement on receipt of accounting and control brands in form according to appendices 5 or 6 to the Rules of obtaining, accounting, storage, issue of accounting and control brands and submission of the obligation, the report of producer and (or) the importer of target use of accounting and control brands in case of production and (or) import to the Republic of Kazakhstan of alcoholic products approved by the order of the Minister of Finance of the Republic of Kazakhstan of February 8, 2018 No. 144 "About approval of Rules of obtaining, accounting, storage, issue of accounting and control brands and submission of the obligation, report of producer and (or) the importer about target use of accounting and control brands in case of production and (or) import to the Republic of Kazakhstan of alcoholic products, and also accounting treatment and the amount of providing such obligation" (it is registered in the Register of state registration of regulatory legal acts at No. 16437).

5. The list of the main requirements to rendering the state service "Assignment of Personal Identification Number (PIN Code) to Producers (Importers) of Separate Types of Oil Products, and also on Goods of Producers and Importers of Some Types of Excisable Products, Aviation Fuel and Fuel Oil" is stated in annex 2 to these rules.

6. Reception of applications through the State corporation is performed according to the procedure of "electronic" queue, in place of registration of uslugopoluchatel without the accelerated servicing, perhaps by means of booking of electronic queue.

The employee of the State corporation receives data on the identity certificate or the electronic document from service of digital documents (for identification) from the corresponding state information systems through lock of "the electronic government".
