The agency of the Republic of Kazakhstan for health care and the Ministry of Health of the Republic of Belarus, further referred to as with "Parties",
aiming to support and develop traditional ties in the field of medicine and health care, recognizing need of development and deepening of cooperation in the field of health care, production of medicines and medical equipment, delivery of health care to citizens of one state in the territory of other state, exchange of information and carrying out different researches,
considering interest of both parties in mutually beneficial and equal cooperation on long-term basis,
agreed in following:
The parties hold consultations, exchange experience and develop mutually beneficial cooperation in the following directions:
organization of medical care to the population (creation of the health care market, pricing, development of primary health care, implementation of new medical technologies);
development and implementation of joint programs on priority and urgent problems of health care and medical science;
preparation, use and advanced training medical, scientific and research and educational personnel on the basis of the approved qualification requirements to the graduate, the specialist;
participation in joint developments of medical equipment and tools, approval of producers of plans of industrial production, development and approval of the harmonized standards of medical equipment;
development of basic and applied scientific research in the field of experimental, clinical and preventive medicine according to requirements of protection of public health;
economy of health care and medical science;
automated control systems and computer facilities in health care. coordination in the field of ensuring sanitary and epidemiologic wellbeing of the population: sanitary protection of the territory according to the international medical and sanitary rules accepted by 22 World Assembly of health care in 1969;
sanitation regulation;
immunoprevention, laboratory diagnosis of infectious diseases; implementation of registration and quality control of medical, biological substances and products from them, and also raw materials, materials and foodstuff.
The parties agreed to hold consultations, inspections and treatment of citizens on commercial basis with carrying out settlement on contract prices or according to the existing price lists, except cases in case of which there is threat of human life and rendering ambulance and emergency medical service is required.
The parties promote expansion of direct connections between the treatment-and-prophylactic and scientific organizations and bodies of health care.
The parties perform bonds between the organizations and bodies according to the national legal system of the states of the Parties and on the basis of the agreements reached by the Parties.
The parties inform each other on plans of holding congresses, conferences, exhibitions and other actions in the field of health care and medical science and render assistance in acceptance of the specialists participating in these actions.
The parties carry out joint operation on optimization of curricula and programs of the highest and average professional educational institutions and establish direct creative connections between these institutions, and also exchange of specialists, students and pupils.
The parties in accordance with the established procedure give opportunity of advanced training of medical, teaching and scientific personnel in educational institutions of the state of other Party.
The parties, within the competence, will promote development and enhancement of production of medicines, medical equipment and products of medical appointment and their exchange on mutually advantageous conditions.
In case of disagreements on interpretation or application of provisions of this agreement of the Party will solve them by negotiations and consultations.
By mutual consent of the Parties changes and additions which are drawn up by the separate protocols which are integral part of the Agreement can be made to this agreement.
This agreement becomes effective from the date of its signing and is effective until one of the Parties, at least in 6 months does not notify in writing other Party on the intention to stop its action.
It is made in the city of Astana on November "04", 1999 in two authentic copies, everyone in the Kazakh and Russian languages, and all texts are equally authoritative. For the purposes of interpretation of provisions of this agreement the text in Russian is used.
