The Ministry of Culture, information and the public consent of the Republic of Kazakhstan and the Ministry of Culture of the Republic of Belarus (further - the Parties),
being guided by regulations of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Belarus on cooperation in the field of culture, science and education of January 17, 1996,
based on the mutual aspiration to strengthen mutual understanding, to expand and deepen equal cooperation,
being sure that the cooperation in the field of culture is designed to promote development of friendship and mutual understanding between the people,
considering interests of the Kazakhs living in the Republic of Belarus and the Belarusians living in the Republic of Kazakhstan
agreed as follows:
The parties shall create favorable conditions for creative cooperation in the field of culture and art.
The parties will carry out Culture Days of the Republic of Kazakhstan in the Republic of Belarus and Culture Days of the Republic of Belarus in the Republic of Kazakhstan. Dates of Culture Days will be determined as agreed by the parties.
The parties shall create within the competence favorable conditions for development of cultural ties, cultural exchange and cooperation in the field of musical, theatrical, fine, variety and circus art, cinematography, library science, protection of monuments of historical and cultural heritage, amateur folk art, national crafts and other types of cultural activities.
The parties on the basis of bilateral agreements will help the organization of tours and performances of theater, musical and performing companies, exchange of art exhibitions and museum pieces, holding festivals, tenders, conferences, seminars and other actions in the field of professional art and folk art.
The parties will encourage direct cooperation on the basis of direct contracts between theaters, the concert organizations, organizations of protection of objects of historical and cultural heritage, libraries, clubs, the scientific and methodical centers, educational institutions, the companies and cultural institutions and arts.
The parties will promote development of interconnection between the creative unions and other public organizations, cultural figures and arts.
The parties will cooperate in area of art education, to promote advanced training of workers and specialists in the field of culture and art, to exchange of scientific and methodical information, training of teachers and students.
The parties agreed to take measures for the prevention of illegal import and export of cultural values from the territories of the states in the territory of the third states and to perform full cooperation within implementation of the Convention on the measures directed to prohibition and the prevention of illegal import, export and transfer of property to cultural values" of November 14, 1970 including exchange of operational and legal information in this sphere.
The parties guarantee availability of the developed meetings of the collections and other cultural values forming museum and library funds, being under authority of the Ministry of Culture, information and the public consent of the Republic of Kazakhstan and the Ministry of Culture of the Republic of Belarus.
The parties will regularly communicate for television, radio, the press for the purpose of extended coverage of their cultural life, historical links of the people, results of cooperation in the field of culture and art.
The parties will communicate about scientific research in the field of culture and art, to actively use various forms of scientific exchange and cooperation.
The parties will create favorable conditions for preserving and development of national originality, culture of the Kazakhs living in the territory of the Republic of Belarus and the Belarusians living in the territory of the Republic of Kazakhstan.
The parties agreed about reciprocity in development and implementation of joint programs, business projects and cultural events on the principles of equity.
The parties agreed that cultural exchange between them will be performed with the following provisions:
a) in case of exchange of on-stage performance groups, delegations and certain representatives:
- the sending party pays expenses on journey of collectives, delegations and certain representatives, transportation of production baggage in both parties;
- the host party pays placement, food according to the regulations approved in each country, transport in the territory of the host party according to the program of stay, in case of need provides medical care;
b) in case of exchange of exhibitions from museum funds and exhibitions of the modern art of condition, terms, nature and the place of exhibiting will make a reservation the Parties in addition routinely.
All types of activity covered by this agreement shall correspond and be performed according to current laws and other regulations of the states of the Parties.
This agreement does not affect the rights and obligations of the Parties following from other international agreements.
Disputes and disagreements between the Parties will be solved by bilateral negotiations and consultations.
This agreement becomes effective from the moment of receipt of the last of notifications on accomplishment of interstate procedures by the Parties, acts on extent of five years and every time will be prolonged for the same term if any of the Parties does not declare the desire to stop its action in the form of the formal written notice not later than six months before the expiration of the next effective period.
The parties agreed that Articles and provisions of this agreement can be changed or added only by mutual consent of the Parties.
