About measures for increase in efficiency of social and economic complex of the Republic of Belarus

Increase of the negative phenomena in world economy, reducing demand in our traditional export markets, dip in prices on oil and raw materials, geopolitical instability was led to deterioration in conditions of foreign trade of the Republic of Belarus.

In modern conditions of the external economic processes and their negative influence on national economy timely measures on ensuring economic safety, social stability and forming of additional terms are necessary for renewal of sustained economic growth. Realization in practice of internal reserves of development requires initiative and effective work of heads of the companies, acceptance as power vertical of drastic and system measures.

For this purpose I decide:

1. Increase in efficiency of functioning of economy:

1.1. To Council of Ministers of the Republic of Belarus:

take additional measures for providing:

profitable work of the state companies in case of proper quality of management of their assets and decrease in product cost by 25 percent at least;

increases in payment discipline in settlement for the delivered goods, the performed works, the rendered services;

developments of fair competition in the domestic market;

growth and diversification of export;

rational import substitution;

the accelerated development of small and medium business and its involvement in export activities and import substitution;

attraction of the foreign capital in development and creation of productions;

economy of resources by the organizations of all patterns of ownership and improvement of quality of the made products (works, services);

together with National Bank of forward decrease in rates on the credits in economy;

develop offers on:

to privatization (alienation) of objects of state-owned property on the principles of transparency, efficiency and efficiency;

to application of the simplified procedures of financial improvement of agricultural organizations;

1.2. To Council of Ministers of the Republic of Belarus, regional executive committees and Minsk Gorispolkom:

provide annual increase in number of the employed citizens at newly created workplaces due to creation of the new companies and productions on 50 thousand people;

realize import-substituting projects with achievement of total revenue from sales of products at least 600 million US dollars annually in industrial production and service industry at the expense of non-budgetary sources;

provide during 2016 reducing overdue external receivables a minimum of 100 million US dollars;

provide proper protection of the domestic market against unfair competition, having increased system effectiveness of anti-monopoly regulation in the Republic of Belarus;

stir up investing activities, provide the broad and simplified access to the credit lines of People's Republic of China allocated for implementation of investment projects, having established industry priorities of their use. To actively attract direct foreign investments;

provide in 2016 cost reduction of the organizations rendering housing and communal services, and timely decision making on achievement of level of their compensation by rates for the population in the amount of 50 percent on all complex of the called services. To direct additional incomes on system of the Department of Energy from decrease in amounts of cross subsidizing to reduction of tariffs for energy resources for industrial consumers according to the procedure, established by Council of Ministers of the Republic of Belarus;

1.3. To provide to Council of Ministers of the Republic of Belarus and National academy of Sciences active implementation of domestic technologies in pharmaceutics, agro-industrial complex, biotechnological production, industries of new materials and other sectors of the highest technological ways;

1.4. to heads of state bodies:

provide operational and comprehensive consideration of proposals of entrepreneurs on development of productions and to creation of workplaces, to render them every possible assistance;

organize explanatory work with the population for promoting of business activity, liberation of business initiative of citizens;

1.5. assign to chairmen of district (city) executive committees the personal responsibility for ensuring effective activities of unprofitable agricultural organizations;

1.6. ceased to be valid;

1.7. determine that:

the main criterion for rendering the state financial support to subjects of managing is realization by them within state programs of the investment projects providing increase in profitability of the made goods (works, services) and decrease in their cost;

the paragraph third is excluded;

part of percent on the credits issued by nonresident banks to nonresident borrowers for acquisition of the Belarusian goods (including according to leasing schemes), is compensated by the Republic of Belarus in 2016-2017 at the expense of the means of the republican budget provided on the answering purpose;

if other is not determined by the President of the Republic of Belarus, the initial cost of sale of the companies as property complexes, shares (share in authorized funds) of the economic societies which are in republican and municipal property is determined by market value according to the procedure, established by Council of Ministers of the Republic of Belarus.

2. The balanced budget implementation of 2016 and measure of social protection of the population, additional support needy, including persons of retirement age, and other socially vulnerable categories of citizens:

2.1. To Council of Ministers of the Republic of Belarus, regional executive committees and Minsk Gorispolkom:

realize the compensating measures of tax policy directed to recovery of budget receipts and decrease in their dependence on environment of the external demand on primary goods;

create in 2016 reserves in the republican budget at the rate to 8 trillion rubles for rendering measures of social support to separate categories of the population, in local budgets - to 2, 8 trillion rubles for financing of expenses on provision of non-cash housing subsidies due to economy as a result of decrease in the budget subsidizing of housing and communal services;

take exhaustive measures on:

minimization of the negative consequences caused by increase in prices for consumer goods as a result of application of measures of the budget consolidation. At the same time the surplus of consumer price index from the specified measures shall not exceed percent 3,7;

to optimization and expense reduction of the consolidated budget of the Republic of Belarus for 2016, first of all due to reduction of expenses on:

not first-priority capital investments (acquisition of the equipment and other fixed assets, capital construction, reconstruction and capital repairs);
