About approval of requirements to means of identification (seals) including functioning on the basis of technology of the GLONASS global navigation satellite system

In pursuance of the subitem "an" of Item 2 of the Presidential decree of the Russian Federation of January 1, 2016 "About measures for ensuring economic safety and national interests of the Russian Federation when implementing the international transit transportation of goods from the territory of Ukraine on the territory of the Republic of Kazakhstan or the Kyrgyz Republic through the territory of the Russian Federation" the Government of the Russian Federation decides No. 1:

1. Approve the enclosed requirements to means of identification (seals) including functioning on the basis of technology of the GLONASS global navigation satellite system.

2. This resolution becomes effective from the date of its official publication.

Requirements to means of identification (seals) including functioning on the basis of technology of the GLONASS global navigation satellite system

1. Elements of construction of the means of identification (seal) including functioning on the basis of technology of the GLONASS global navigation satellite system (further respectively - GLONASS system, GLONASS technology), provide its imposing on locking devices of doors and systems of closing of stowage spaces (compartments) of vehicles and railway rolling stock, rooms, reservoirs and other places in which there are or can be goods.

2. Elements of construction of means of identification (seal) provide possibility of its imposing without damage of earlier established sealing device and customs seals and seals (in case of their availability).

3. The means of identification (seal) functioning without use of GLONASS technology is the power sealing device (the locking and sealing device) or the indicator sealing device (indicator seal, control seal).

4. The means of identification (seal) functioning without use of GLONASS technology, being the power sealing device (the locking and sealing device) conforms to the requirements provided by Items 6.1.1 - 6.1.3, 6.2.1 - 6.2.4, 6.3.1 - 6.3.3, 6.6.2 - 6.6.4 GOST 31281-2004.

5. The means of identification (seal) functioning without use of GLONASS technology, being the indicator sealing device (indicator seal, control seal) conforms to the requirements provided by Items 6.1.1 - 6.1.3, 6.2.1 - 6.2.4, 6.3.1 - 6.3.3, 6.6.2 - 6.6.4 GOST 31283-2004.

6. The means of identification (seal) functioning on the basis of GLONASS technology (further - means on the basis of GLONASS technology), contains the electronic block of reusable application and replaceable one-time or reusable element of sealing in the structure.

7. The one-time element of sealing which is the power sealing device (the locking and sealing device) conforms to requirements, stipulated in Item 4 this documents.

8. The one-time element of sealing which is the indicator sealing device (indicator seal, control seal) conforms to requirements, stipulated in Item the 5th this document.

9. The electronic block of reusable application is intended for remote control of condition of integrity or opening of means on the basis of GLONASS technology.

10. The electronic block of reusable application provides identification of means on the basis of GLONASS technology with the control system behind motor and rail haulings, stipulated in Item 3 Presidential decrees of the Russian Federation of January 1, 2016 to No. 1 "About measures for ensuring economic safety and national interests of the Russian Federation when implementing the international transit transportation of goods from the territory of Ukraine on the territory of the Republic of Kazakhstan or the Kyrgyz Republic through the territory of the Russian Federation" (further - the control system), information exchange on networks of mobile radiotelephone communication with the control system, the automatic notification of the control system about condition of integrity or opening of means on the basis of GLONASS technology (element of sealing and (or) the electronic block) with determination of the place and time of the taken place event, determination of the current location of means on the basis of GLONASS technology, directions and speeds of its movement.

11. The electronic block of reusable application consists of the following main functional modules and components:

a) the control module determining condition of integrity or opening of object of control (means on the basis of GLONASS technology and (or) element of sealing);

b) the communication module including:

GSM modem;

the personal universal ID card of the subscriber (USIM card) for work in networks of mobile radiotelephone communication of the GSM 900/1800 standard;

the antenna for work in networks of mobile radiotelephone communication of the GSM 900/1800 standard;

c) the navigation module including the receiver of signals and the antenna (antennas) providing acceptance of signals of GLONASS system or GLONASS system together with other operating global navigation satellite systems;

d) internal non-volatile memory;

e) power supply.

12. The electronic block of reusable application provides transfer of the following control information:

a) identification number of means on the basis of GLONASS technology;

b) means condition on the basis of GLONASS technology:

the element of sealing is not imposed not established), means on the basis of GLONASS technology is efficient;

the element of sealing is imposed established), means on the basis of GLONASS technology is efficient;

the element of sealing is broken, means on the basis of GLONASS technology is opened;

the element of sealing is removed, means on the basis of GLONASS technology is efficient;

c) parameters of spatio-temporal condition of means on the basis of GLONASS technology:

geographic latitude of location;

geographical longitude of location;

movement speed;

time and date of fixing of spatio-temporal condition;

d) condition (charge level) of the power supply.

13. The electronic block of reusable application provides possibility of transfer and acceptance of control information on networks of mobile radiotelephone communication of the GSM 900/1800 standard by means of packet data transmission or transfer of short text messages.

14. The electronic block of reusable application provides transfer of control information with the configured frequency, but at least 1 time an hour.
