1. Approve the enclosed Regulations on licenses to use by subsoil (except for subsoil plots of federal importance and subsoil plots of local value) concerning the subsoil plots located in the territories of the Republic of Crimea and Sevastopol right to use by which it is granted based on special permissions (licenses) issued by the state and other official organs of Ukraine, the state and other official organs of the Autonomous Republic of Crimea, the state and other official organs of Sevastopol about day of entry into force of the Federal constitutional Law "About Acceptance to the Russian Federation of the Republic of Crimea and Education as a part of the Russian Federation New Subjects — the Republic of Crimea and the Federal City of Sevastopol".

2. Determine that:

The Federal Agency on Mineral Resources makes decisions on issue of licenses to use subsoil (except for subsoil plots of federal importance and subsoil plots of local value) on the subsoil plots located in the territories of the Republic of Crimea and Sevastopol right to use by which it is granted based on special permissions (licenses) issued by the state and other official organs of Ukraine, the state and other official organs of the Autonomous Republic of Crimea, the state and other official organs of Sevastopol about day of entry into force of the Federal constitutional Law "About Acceptance to the Russian Federation of the Republic of Crimea and Education as a part of the Russian Federation New Subjects — the Republic of Crimea and the Federal City of Sevastopol";

Realization of the powers provided by this resolution is performed by Federal Agency for Subsoil Management within the number of employees of its central office and territorial authorities, and also budgetary appropriations provided to the Agency on management and management in the sphere of the established functions established by the Government of the limiting Russian Federation.

1. This Provision establishes procedure for decision making about issue of licenses to use subsoil (except for subsoil plots of federal importance and subsoil plots of local value) concerning the subsoil plots located in the territories of the Republic of Crimea and Sevastopol right to use by which it is granted based on special permissions (licenses) issued by the state and other official organs of Ukraine, the state and other official organs of the Autonomous Republic of Crimea, the state and other official organs of Sevastopol about day of entry into force of the Federal constitutional Law "About Acceptance to the Russian Federation of the Republic of Crimea and Education as a part of the Russian Federation New Subjects — the Republic of Crimea and the Federal City of Sevastopol" (further respectively - licenses, subsoil plots, special permissions), and also procedure for execution of licenses.

2. The decision on licensing is made by Federal Agency for Subsoil Management in 3-month time from the date of receipt from subsoil users of the request for execution of the license (further - the request) with the special permissions and the translation of such special permissions (licenses) for Russian certified according to article 81 of Bases of the legislation of the Russian Federation about notariate attached to it.

3. The request shall contain:

a) the name and form of business, the location, the postal address, the primary state registration number, identification taxpayer number - for the legal entity - the subsoil user;

b) surname, name, middle name, the postal address, data of the identity document, identification taxpayer number - for the individual entrepreneur - the subsoil user;

c) number and date of state registration of special permission;

d) data on purpose of the works connected with use of subsoil plots;

e) specifying of spatial borders of the subsoil plot.

4. The request with the documents attached to it within 5 days from the date of receipt is registered Federal Agency for Subsoil Management and is checked regarding compliance to the requirements provided by this Provision.

5. In acceptance of the request it can be refused the following cases:

a) the application is submitted with violation of the requirements provided by this Provision;

b) effective period of special permission expired on the date of application;
