This Charter extends to persons of the private and the commanding structure of tax police of the Tax Committee under the Government of the Republic of Tajikistan which gives the special ranks. Face of the private and the commanding structure of tax police have the rights on:
a) acquaintance with the documents determining their rights and obligations after the held established post, quality criterion of work and condition of job development and also on the organizational specifications necessary for execution of functional obligations by them;
b) obtaining in accordance with the established procedure information and materials necessary for execution of functional obligations;
c) decision making and participation in preparation of suggestions for improvement of activities of tax police according to functional obligations;
d) participation on the initiative in tender on replacement of vacant positions in divisions of tax police;
e) job development, increase in monetary pay taking into account results and years of service of their service, skill level;
e) retraining (retraining) and advanced training at the expense of means of the relevant budget;
g) percentage length-of-service allowance;
h) carrying out according to their requirement of functional audit check for confutation of the data discrediting their honor and advantage;
i) use of physical force, special means and firearms in the cases and procedure provided by the laws "About Tax Authorities of the Republic of Tajikistan" and "About Weapon";
j) other rights, stipulated by the legislation and regulatory legal acts.
On duty face of the private and the commanding structure of tax police shall:
a) observe the Constitution of the Republic of Tajikistan, the laws and bylaws of the Republic of Tajikistan, in any circumstances to observe legality, to show respect for the personality, to be guided by the principles of humanity, social justice, democratism and internationalism;
b) to honesty fulfill office debt and the assigned duties, to be engaged constantly over enhancement of the qualification, to increase culture of work;
c) protect the rights and legitimate interests of citizens and the state from criminal and other illegal encroachments;
d) perform requirements of the Oath, charters, orders and orders of chiefs;
e) keep the state and protected by the law other secret and not disclose, become to them known in connection with execution of service duties, the data;
e) protect entrusted weapon, property, the equipment;
g) assist chiefs in strengthening of office discipline and providing authorized procedure, to render respect to chiefs, seniors on service and rank, to be polite, to follow rules of otdavaniye of honor and carrying the established dress code.
The chief of division of tax police bears responsibility for condition of office discipline among staff. It shall set constantly to them example of observance of the established requirements of the Oath, charters, orders and orders. The special attention of the chief shall be directed to studying of individual qualities of subordinates.
The chief of division of tax police shall:
- maintain consciousness of office debt, honor and advantage at subordinates;
- bring up the conscientious, creative attitude to Service, high moral and business qualities at subordinates, support the initiative and public activity of faces of the private and the commanding structure, promote their participation in identification and use of reserves and remedial action;
- to accurately make orders and orders to subordinates, to check the accuracy and timeliness of their execution;
- take all necessary measures to strengthening of procedure and carrying in the headed division, observance of requirements of office discipline, to provide maintenance of authorized vzaimootkon, Oaths, this Charter and orders;
- be sensitive and attentive to people, to their needs and requests, to encourage the employees who caused a stir in case of accomplishment of service duties and office debt strictly to collect from violators of office discipline, in every possible way to use at the same time force of public impact of collective.
In case of violation of office discipline by the subordinate, the chief shall remind him of service duties and warn about inadmissibility of such actions, and if necessary, depending on weight of committed violation of office discipline and degree of fault, to subject the guilty person to authority punishment or to submit materials of burlaw court.
The chief who did not take corrective actions for recovery of authorized procedure and office discipline or hid violation bears responsibility for it according to this Charter.
