About provision of release for some categories of the population from payment of shortages in funds of compulsory medical insurance for the period preceding 2015

In pursuance of the Law No. 38 of March 19, 2015 "About release of some categories of the population from payment of shortages in funds of compulsory medical insurance for the period preceding 2015", based on the subitem e) Item 29 of the Charter of the National medical insurance company approved by the Order of the Government No. 156 of February 11, 2002 and for the purpose of ensuring uniform activities of territorial agencies in the field of exemption of shortages in funds of compulsory medical insurance for the period of PRIKAZYVAYU preceding 2015:

1. Exemption of shortages in funds of compulsory medical insurance for the period preceding 2015 (further - Release) is provided to categories of the payers specified in Items 1 and 3 of appendix 2 to the Law No. 1593-XV of December 26, 2002 "About the size, procedure and payment due dates of fees of compulsory medical insurance" namely:

1) Unemployed physical persons with residence in the Republic of Moldova who treat one of the following categories:

a) owners of lands of agricultural purpose, except kitchen gardens and the parcels of land for truck farming irrespective of, they told or did not lease these lands or use based on the agreement, except for owners – persons with the heavy, expressed or average extent of restriction of opportunities or pensioners;

b) founders of sole proprietor companies, except for pensioners and persons with the heavy, expressed or average extent of restriction of opportunities;

c) physical persons which based on the agreement lease or have in use of the earth of agricultural purpose, except kitchen gardens and the parcels of land for truck farming;

d) owners of entrepreneurial patents, except for owners – pensioners and persons with the heavy, expressed or average extent of restriction of opportunities;

e) the physical persons leasing vehicles, rooms, the equipment and other material values, except for leases of lands of agricultural purpose except kitchen gardens and the parcels of land for truck farming.

2) Other unemployed citizens of the Republic of Moldova who do not treat one of above-mentioned categories and are not insured by the Government according to part (4) article 4 of the Law on compulsory medical insurance, on condition of production of evidence of the stay in the Republic of Moldova within at least 183 days (within fiscal year).

2. For receipt of Release physical persons shall correspond to the following conditions:

1) to belong during the period preceding 2015 to one of the categories listed in Item 1 of this order, connected with financial liabilities;

2) to confirm the status of insured person in system of compulsory medical insurance in 2015 (payment in 2015 of fee of compulsory medical insurance in fixed amount/integration of person in one of the categories insured by the government or insured working).

3. Release is provided as a result of the information processing which is available in the database of National medical insurance company and/or processing of the statement for exemption of shortages in funds of compulsory medical insurance for the period preceding 2015, the presented person in territorial agencies of National medical insurance company.

4. Territorial agencies of National medical insurance company are authorized to issue supporting documents about exemption of shortages in funds of compulsory medical insurance for the period preceding 2015.
