The Ministry of Foreign Affairs of the Republic of Kazakhstan and the Ministry of Foreign Affairs of the Kyrgyz Republic which further are referred to as with "Parties"

based on the principles and provisions of the Treaty of friendship, cooperation and mutual aid between the Republic of Kazakhstan and the Kyrgyz Republic of June 8, 1993,

believing necessary to develop cooperation in the field of foreign policy, including useful consultations, and also exchange of opinions at the different levels on the bilateral relations and the main international problems which are of mutual interest

agreed as follows:

Article 1

The parties will regularly hold negotiations and consultations between Ministers of Foreign Affairs and at other levels concerning the bilateral relations, and also on the regional and international problems which are of mutual interest.

Article 2

The parties determine working procedure for negotiations and consultations, the place, time and terms of their carrying out by the mutual arrangement.

Meetings of Ministers of Foreign Affairs and their representatives will be held at least once a year, serially in Almaty and Bishkek.

Article 3

The parties will cooperate at the level of diplomatic and consular representations of the Republic of Kazakhstan and the Kyrgyz Republic in the third countries on the questions which are of mutual interest.

Article 4

The parties will cooperate and advise each other for the purpose of development of the approved or common positions within the international and regional organizations and forums.

Article 5

The parties will assist further expansion and deepening of bilateral mutually beneficial cooperation in all fields of activity on the basis of mutual arrangements.

Article 6

The parties will create favorable conditions for direct contacts and acquaintance with experience of each other on the basis of the organization of different forms of training, consultations, mutual exchange of delegations, holding seminars and joint surveys.

Article 7

The parties, considering historically developed close friendly ties between both countries, will render each other every possible assistance in studying of archive materials, obtaining on requests of the Parties of necessary data from them, copies, references in the limits permitted by the national legal system of the Parties.

Article 8

By mutual consent of the Parties in the this Protocol additions and changes can be made.

Article 9

The this Protocol becomes effective from the moment of its signing the N acts within five years. Operation of the Protocol will be prolonged automatically every time for the next five-year periods if any of the Parties does not tell other Party the desire to stop its action by the written notice in six months prior to the expiration of the corresponding term.

It is made in Tashkent on November 1, 1995 in duplicate, everyone in the Kazakh, Kyrgyz and Russian languages, and all texts are equally authoritative.
