1. Kalilov), chief physicians of the centers of prevention of diseases and the state sanitary and epidemiological surveillance and heads of the organizations of health care working in system of the Single payer:

- accept to execution the "Program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help" approved by the order of the Government of the Kyrgyz Republic of November 20, 2015 No. 790.

2. Approve:

2.1. Procedure for expenditure of means of compulsory health insurance in the organizations of health care realizing the Program of the state guarantees for providing citizens with the medical and sanitary help (Appendix 1);

2.2. Procedure for the organization of accounting of receipt and use of means of copayment in the organizations of health care working in system of the Single payer (Appendix 2);

2.3. Procedure for the organization of accounting, receipt and use of special means in the organizations of health care working in system of the Single payer (Appendix 3);

2.4. The list of surgical and gynecologic transactions, and the manipulations referred to low-cost (Appendix 4).

3. Under the Government of the Kyrgyz Republic to provide to the head of department of economy and finance (G.Sh.Borchubayev) of compulsory health insurance Fund:

3.1. control of target use of the funds allocated for program implementation of the state guarantees, the organizations of health care working in system of the Single payer;

3.2. calculation of standard rates of financing of the organizations of health care working in system of the Single payer on means of the government budget and compulsory medical insurance for 2015.

4. And Managements of economy and finance (G.Sh.Borchubayev) of compulsory health insurance Fund under the Government of the Kyrgyz Republic to provide to heads of department of the analysis and perspective development (L.A.Komarevskaya) control of the conclusion of standard agreements with the organizations of health care working in system of the Single payer in two weeks after approval of standard rates of payment of medical services, the Supervisory board on health care and compulsory medical insurance.

5. To heads of department of delivery of health care and medicinal policy of the Ministry of Health of the Kyrgyz Republic (S. Sh. Toymatov) and Marketing boards of programs of medical insurance of compulsory health insurance Fund under the Government of the Kyrgyz Republic (Zh. A. Azizbekov):

5.1. bring into accord with the order of the Government of the Kyrgyz Republic "About the Program of the state guarantees for providing citizens with the medical and sanitary help" No. 790 of November 20, 2015 the regulatory legal acts regulating procedure medical and provision of medicines of the population according to the Program of the state guarantees;

5.2. provide and carry out information and explanatory work among the population, health workers about procedure and conditions of provision of the medical and sanitary help to the population on the Program of the state guarantees;

5.3. provide control of observance of the rights of citizens in case of receipt of the medical and sanitary help in amounts of the Program of the state guarantees.
