1. Approve the enclosed qualification requirements to specialized training centers in the field of fire safety on preparation, retraining and advanced training of specialists of non-state fire services.

2. Declare invalid the order of the Minister of Emergency Situations of the Republic of Kazakhstan of May 20, 2014 No. 236 "About approval of qualification requirements to specialized training centers in the field of fire safety on preparation, retraining and advanced training of specialists of non-state fire services" (No. registered in the Register of state registration of regulatory legal acts on June 11, 2014 9502, published in information system of law of Ad_let on June 17, 2014, in the Kazakhstanskaya Pravda newspaper of July 23, 2014 No. 141 (27762)).

3. To provide to committee on emergency situations of the Ministry of Internal Affairs of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order, its direction on official publication in periodic printing editions and information system of law of Ad_let;

3) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, its direction in the Republican state company on the right of economic maintaining "The republican Center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

4) placement of this order on official Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.

4. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan Bozhko V. K.

5. This order becomes effective after twenty one calendar days after day of its first official publication.

Qualification requirements to specialized training centers in the field of fire safety on preparation, retraining and advanced training of specialists of non-state fire services

1. Specialized training centers in the field of fire safety on preparation, retraining and advanced training of specialists of non-state fire services (further - Specialized training centers) provide special preparation and training courses of specialists of non-state fire services on initial preparation, retraining and advanced training, according to the program approved by the order of the Minister of Internal Affairs of the Republic of Kazakhstan of January 24, 2015 No. 48 "About approval of the Courses program of training in special training of specialists of non-state fire services, and also sample of the certificate on their termination" (it is registered in the Register of state registration of regulatory legal acts No. 10382).

2. The following qualification requirements are imposed to Specialized training centers:

1) availability of working curricula;

2) availability at regular teachers of technical and professional, postsecondary or higher education in "Fire safety" or "Protection in emergency situations", years of service of practical work at least five years on executive positions in divisions of fire service;

3) equipment the computers connected to the Internet, educational offices, to the answering health regulations and hygienic standard rates according to the Code of the Republic of Kazakhstan of July 7, 2020 "About health of the people and health care system", technical means of training, prototypes, exercise machines, textbooks and education guidances and educational and methodical materials;

4) availability own or belonging on the right of economic maintaining or operational management of the tangible and intangible assets providing quality of educational services (the fire fighting equipment, educational and training tower, teplodymokamer, strip of psychological preparation);

5) availability of the fund of educational and methodical materials including the educational literature, educational tasks and tasks, thematic sets of videos, educational and evident materials, control cards training programs, sets of examination cards, descriptions of tasks for practice and other educational and methodical materials for each training program.

3. The most trained staff of Committee of fire service of the Ministry of Emergency Situations of the Republic of Kazakhstan or other specialists of the corresponding qualification can be involved in training.

4. Special preparation and training courses of specialists of non-state fire services is performed taking into account specifics of productive activity of the protected object.
