About natural gas prices

Based on subitem 2.1 of Item 2 of the Presidential decree of the Republic of Belarus of February 25, 2011 "About some questions of price regulation (rates) in the Republic of Belarus" the Ministry of Economics of the Republic of Belarus DECIDES: No. 72

1. Establish marginal maximum prices of natural gas without the value added tax (further – the VAT) for 1000 CBM in case of settlement heat of combustion of 7900 kcal/CBM in case of Belarusian ruble exchange rate in relation to 2,0461:1 US dollar to the gas supplying organizations which are part of the national production association on fuel and gasification of Beltopgaz by delivery through system of the gas supplying organizations (resellers), except the legal entities specified in Item 3 of this resolution in the amount of:

1.1. 564, Belarusian ruble – for legal entities, individual entrepreneurs, except the state-financed organizations, legal entities and individual entrepreneurs specified in subitems 1.2-1.6 of this Item in case of the consumed amount of natural gas in 2015 to 500 million cubic meters;

1.2. 501, Belarusian ruble – for:

state-financed organizations in case of the consumed amount of natural gas in 2015 to 500 million cubic meters;

the legal entities of system of the Ministry of Housing and Public Utilities of the Republic of Belarus rendering housing and communal services regarding use of natural gas for the needs which are not specified in the paragraph the second subitem 1.21 of this Item in case of the consumed amount of natural gas in 2015 to 500 million cubic meters;

1.2-1. 327,376 of Belarusian ruble – for:

the legal entities of system of the Ministry of Housing and Public Utilities of the Republic of Belarus rendering housing and communal services regarding use of natural gas for production of heat energy for needs of the population including living in housing stock which maintenance is performed by the legal entities who are not a part of the system of the Ministry of Housing and Public Utilities of the Republic of Belarus in case of the consumed amount of natural gas in 2015 to 500 million cubic meters;

partnerships of the owners rendering housing and communal services regarding use of natural gas for production of heat energy for needs of the population, in case of the consumed amount of natural gas in 2015 to 500 million cubic meters;

1.3. 409, Belarusian ruble – for legal entities, individual entrepreneurs regarding use of natural gas for production of vegetables of the protected soil in case of the consumed amount of natural gas in 2015 to 500 million cubic meters;

1.4. 429, Belarusian ruble – for legal entities, individual entrepreneurs performing:

production of cement, brick, tile and other construction products from the burned clay, ceramic coverings and plates, economic pottery, other nonmetallic mineral products, in case of the consumed amount of natural gas in 2015 to 500 million cubic meters;

production of cotton fabrics, in case of the consumed amount of natural gas in 2015 to 500 million cubic meters;

production of other main inorganic chemicals, in case of the consumed amount of natural gas in 2015 to 500 million cubic meters;

production of wall blocks, in case of the consumed amount of natural gas in 2015 to 500 million cubic meters;

production of paper and cardboard, crepe paper and cardboard, paper and cardboard tare, in case of the consumed amount of natural gas in 2015 from 4 million cubic meters to 500 million cubic meters;

1.4-1. 214,84 of Belarusian ruble - for the legal entities and individual entrepreneurs performing production of woolen fabrics from fibers of worsted spinning in case of the consumed amount of natural gas in 2015 to 500 million cubic meters;

1.5. 493, Belarusian ruble – for legal entities, individual entrepreneurs performing production of electronic household appliances in case of the consumed amount of natural gas in 2015 from 55 million cubic meters to 500 million cubic meters;

1.6. 368, Belarusian ruble – for legal entities, individual entrepreneurs performing:

production of electric lamps, economic and household products from glass, in case of the consumed amount of natural gas in 2015 to 500 million cubic meters;

production of glass container, in case of the consumed amount of natural gas in 2015 from 10 million cubic meters to 500 million cubic meters;

production of sheet glass, in case of the consumed amount of natural gas in 2015 from 95 million cubic meters to 500 million cubic meters;

1.7. 327, Belarusian ruble – for legal entities, individual entrepreneurs in case of the consumed amount of natural gas in 2015 from 500 and over a million cubic meters, except legal entities, individual entrepreneurs specified subitem 1.8 of this Item;

1.8. 347, Belarusian ruble – for legal entities, individual entrepreneurs using natural gas for production of nitrogen fertilizers in case of the consumed amount of natural gas in 2015 from 500 and over a million cubic meters;

1.9. 767, Belarusian ruble – for legal entities on amounts of the natural gas consumed over the amounts established by tasks on substitution of natural gas fuel oil and local types of fuel;

1.10. 564,4576 of Belarusian ruble – for other legal entities, individual entrepreneurs who are not specified in subitems 1.1-1.8 of this Item.

2. In case of variation of the actual average monthly heat of combustion from estimated price are recalculated for natural gas taking into account the actual heat of combustion on formula

where - the actual price is over 1000 CBM of natural gas;

C - stated price for 1000 CBM of natural gas;

 - the actual average monthly heat of combustion determined on border of the Republic of Belarus and the Russian Federation.

3. Establish natural gas prices for 1 CBM including VAT released by the gas supplying organizations which are part of the national production association on the fuel and gasification of Beltopgaz, the organizations having hostels regarding use of natural gas by the citizens living in them, to the religious organizations, orphanages of family type, children's villages (towns), children's hospices in the amount of:

in the presence of individual gas heating devices:

during the heating period - 776,3 of Belarusian ruble;

during the summer period - 2842,2 of Belarusian ruble;

in the absence of individual gas heating devices - 2842,2 of Belarusian ruble.

The natural gas prices established by part one of this Item are not recalculated for the actual heat of combustion.
