1. This Standard provision determines activities of organizations of primary professional education in the Republic of Tajikistan.
2. The organization of primary professional education is created for the purpose of training of personnel in all directions of useful activities according to the list of professions (specialties) by the approved Government of the Republic of Tajikistan.
3. Organizations of primary professional education performs the activities on the basis of the Constitution of the Republic of Tajikistan, the laws of the Republic of Tajikistan "About education", "About primary professional education", decrees and orders of the President of the Republic of Tajikistan, the orders of the Government of the Republic of Tajikistan, other regulatory legal acts of the Republic of Tajikistan, the Ministry of Education and Science of the Republic of Tajikistan, this Provision and the Charter of educational institution.
4. The main objectives of organization of primary professional education are:

5. The organization of primary professional education is created, will be reorganized and liquidated according to the legislation of the Republic of Tajikistan.

9. The organization of primary professional education can have in the structure departments, educational groups, short-term rates, educational offices, laboratories, educational and industrial practice workshops, educational-experimental farms, training grounds, educational divisions of additional professional education, the hostel and other structural divisions.
10. Departments and educational groups will be organized by educational institution within the provided means and the operating established posts in coordination with the relevant ministries (founder).
11. The number of places for admittance of students in organizations of primary professional education financed from the government budget is determined by the Ministry of Economic Development and Trade of the Republic of Tajikistan in coordination with the Ministry of Education and Science of the Republic of Tajikistan.
12. Within target figures (appendix to the license) the organization of primary professional education can organize separate competition for target acceptance on the basis of agreements (contracts) with legal entities and physical persons, having marked out for this purpose certain number of places in coordination with the founder.
13. Acceptance in organizations of primary professional education is performed according to Regulations of Admission of organizations of primary Professional education of the Republic of Tajikistan which affirms republican state body of management of education.
14. Educational process in organization of primary professional education is performed taking into account age and specific features, the democratic and humanistic principles.
15. Educational process in organization of primary professional education shall be aimed at the development of opportunities of the pupil, professional self-determination, advanced training and specialty of graduates.
16. Educational process includes theoretical and inservice training, work practice and educational work with the pupil.
17. At duration of terms of training constitutes more than 1 year, general duration of vacation up to 11 weeks in year. Winter vacation of 10 days is established after the termination of the first half of the year of academic year.
18. Classes in organization of primary professional education are given according to indicators of curricula and programs
